Financial Assistance for Home Care in Lawrence, MA

Given the high cost of in-home care, many people use one or more forms of financial assistance to cover the expenses. Below, we explain some of the most common sources of financial help for paying for in-home care. If none of these options are available to you, you can reach out to your Area Agency on Aging or Aging and Disability Resource Center to learn about local resources.

  • Long-Term Care Insurance: Long-term care insurance covers expenses related to senior care, including in-home care. Depending on the policy type, beneficiaries may receive a cash payment to use towards long-term care or reimbursement for qualifying long-term care expenses. Note that there are limitations- typically a maximum benefit of $150 per day- and exact coverage terms vary depending on the exact policy, so always check the details.
  • Medicare: Medicare does not cover in-home care because it is classified as custodial, or non-medical, care. However, some Medicare Advantage and Medicare Supplement plans, which offer expanded benefits, may cover in-home custodial care.
  • Medicaid: Medicaid coverage of in-home care varies between different states because it is not a federally mandated benefit. Currently, all states cover some in-home care either through their standard Medicaid or a waiver program. The specific coverage rules are set individually by each state.
  • Veterans’ Benefits: The Aid and Attendance benefit is a monthly cash payment that beneficiaries can use to pay for senior care, including in-home care services. To qualify for A&A, Veterans must already receive the VA pension and meet several additional requirements, including needing assistance with the activities of daily living. The Housing Assistance Advocate can help seniors ensure that their home meets their mobility and health needs. They also provide Meals on Wheels and information about local legal and fuel assistance.

LIHEAP Fuel Assistance

Provided by the Greater Lawrence Community Action Council, LIHEAP helps pay for a portion of heating bills for residents who are at risk. Funds are submitted directly to utilities for this purpose. This program is available for households that earn less than $37,360 per year. Proof of residence and valid photo identifications will be needed to apply. In addition, local law prevents utilities from shutting off service for those aged 65 and over between November 15 to March 15.

Home Modification Loan Program

This loan program, which is operated by Community Teamwork, gives seniors the funding they need to make accessibility and safety modifications so they can remain independent in their own homes. Loan amounts are between $1,000 and $50,000, depending on the income of the applicant. This is a 0% deferred payment loan that the homeowner can use to hire contractors of their choice. Unfortunately, there are no reimbursements available for already completed work. 

Elderly Statutory Exemption

The city of Lawrence offers a modest homestead exemption for low-income seniors. To be eligible, at least one owner must be aged 70 or over, and the residents can’t have an income of more than $13,000 if they are single, and  $15,000 if they are married. The entire value of the owner’s estate, excluding property value, cannot exceed $28,000. Applications must be submitted with proof of income and residency to the city’s assessor’s office. The exemption is worth $500 per year. 

Meals on Wheels Program

The Elder Services of the Merrimack Valley provides a Meals on Wheels program that brings hot, nutritious meals to seniors in Lawrence who are unable to obtain meals on their own. These delivered meals meet one-third of daily USDA standards and they are available in many varieties, including renal, cardiac, chopped, ground and pureed.
