Financial Assistance for Home Care in Tucson, AZ

Given the high cost of in-home care, many people use one or more forms of financial assistance to cover the expenses. Below, we explain some of the most common sources of financial help for paying for in-home care. If none of these options are available to you, you can reach out to your Area Agency on Aging or Aging and Disability Resource Center to learn about local resources.

  • Long-Term Care Insurance: Long-term care insurance covers expenses related to senior care, including in-home care. Depending on the policy type, beneficiaries may receive a cash payment to use towards long-term care or reimbursement for qualifying long-term care expenses. Note that there are limitations- typically a maximum benefit of $150 per day- and exact coverage terms vary depending on the exact policy, so always check the details.
  • Medicare: Medicare does not cover in-home care because it is classified as custodial, or non-medical, care. However, some Medicare Advantage and Medicare Supplement plans, which offer expanded benefits, may cover in-home custodial care.
  • Medicaid: Medicaid coverage of in-home care varies between different states because it is not a federally mandated benefit. Currently, all states cover some in-home care either through their standard Medicaid or a waiver program. The specific coverage rules are set individually by each state.
  • Veterans’ Benefits: The Aid and Attendance benefit is a monthly cash payment that beneficiaries can use to pay for senior care, including in-home care services. To qualify for A&A, Veterans must already receive the VA pension and meet several additional requirements, including needing assistance with the activities of daily living. Contact the Department of Veterans Affairs to learn more.
  • Reverse Mortgages: Home Equity Conversion Mortgages (HECMs) are federally insured loans that are available to homeowners age 62 and over. Reverse mortgages allow you to access a portion of your home’s equity in cash, tax free. Many seniors use reverse mortgages to finance their care expenses, including in-home care. Note that although there are no monthly payments due on reverse mortgage loans, borrowers do have to repay the loan once the last surviving homeowner passes away, moves, or sells the home.

Sponsored by the Pima Council on Aging, this program provides critical repairs and accessibility modifications that can make a senior's home safer and easier to navigate. Tucson residents can request repairs to HVAC units, water heaters and electrical systems, or to address structural concerns. Modifications offered include installing wheelchair ramps and grab bars, among others.

Low-income Arizona residents may be eligible for free improvements that can make their home more energy-efficient and reduce what they pay for heating and cooling. Services include tune-ups and maintenance of furnaces and air conditioners, sealing air leaks, shading sun-exposed windows and adding insulation to attics, walls and floors.

(520) 724-8630

This program freezes the assessed value of a senior's primary residence for a 3-year period, which can help shield them from substantial increases in property taxes. The program is limited to low-income homeowners aged 65 and older who live on properties of less than 10 acres. Arizona also has a homestead exemption that shields a senior's equity in their home, plus more exemptions for disabled people and veterans.

(866) 514-7642

Meals on Wheels provides freshly prepared, home-delivered lunches to seniors who can't cook and are unable to access congregate meals at a senior center or other community setting. The meals are free regardless of income level and ability to pay. To qualify, seniors must be at least 60 years old, homebound and able to prepare their own meals.

(520) 724-9999

Pima County provides financial relief for residents who are having trouble paying their rent and utility bills. Its rent assistance program covers up to 12 months of overdue rent, plus three months of future rent, to protect seniors from eviction. The City of Tucson also offers a monthly credit to cover a portion of the water and sewer bill for low-income residents.

Seniors may need to pay a portion of the cost of their care depending on their VA service-connected disability status.

What is a home care plan?

Home care agencies develop a care plan for a senior based on a thorough assessment, which is used to determine their level of functioning and the type of services they need. The assessment reviews factors such as a senior’s ability to get around, their cognitive status, disabilities, dietary needs and safety concerns. Home care plans also include information about potential problem behaviors, such as wandering, to give caregivers an idea of what to expect.
