What to Consider About Assisted Living in Charleston

In Charleston, Illinois, the county seat of Coles County and part of the Charleston–Mattoon Micropolitan Statistical Area, nearly 10 percent of Charleston's population of 20,996 is aged 65 or older. Senior citizens and nature lovers of all ages can enjoy the parks and recreational sites scattered  throughout the city, as well as the artistic energies of Eastern Illinois University students and faculty.

There are four assisted living facilities (ALFs) in the area, three in Charleston and one nearby, to provide support to senior residents needing assistance with activities of daily living. In Charleston, as in all of Illinois, ALFs are licensed by the Illinois Department of Public Health and must abide by special regulations.

Benefits and Drawbacks of Assisted Living in Charleston

  • Charleston receives 2 more inches of rain per year than the U.S. average but much less snow. Summer temperatures hit the mid-80s, and winters stay at 20 degrees or higher. The 202 annual sunny days are nearly equal to the 205 national average, and the Sperling's Comfort Index is 42 compared to  54 for the country.
  • The overall cost of living of 76 in Charleston is 24 points lower than the national median of 100. Housing is remarkably low at 46, which is 54 percent lower than the U.S. and 46 percent below the state mean. It may be cost-effective for a family to move to Charleston to be near a loved one in an ALF if the low expenses result in extra income for quality healthcare.
  • The violent crime rate in Charleston is nearly five points lower at 26.3 than the U.S. rating of 31.1. The annual property crime rate is 28.4, which is nearly 10 points below the national rate. ALFs provide extra safety for residents with cameras, guards and auto-locking doors.
  • Illinois has lenient tax rules that could make relocation worthwhile. All retirement income received by seniors aged 60 or older is exempt from state income taxes, including Social Security, pensions and withdrawals from retirement accounts, but everyday purchases are subject to sales tax.
  • Seniors may get a local dose of art and culture from exhibits and shows at the Effingham County Museum, the Monastery Museum and the Altamont Living Museum.
  • The Charleston area is home to world-class medical facilities, including Sarah Bush Lincoln Hospital and HSHS St. Anthony's Hospital, in the event of medical emergencies or illness.
