What to Consider About Assisted Living in York

The Department of Human Services issues licenses to care providers that satisfy certain conditions, such as fire safety, liability insurance, staff training and physical accessibility within the facility. The department also conducts unannounced inspections and reviews complaints made against facilities to determine if they’re abiding by the conditions of their licenses.

  • York County is a member of the AARP Age-friendly Network, a program focused on incorporating the needs of older residents into the county’s policies, procedures, and decision-making processes.   • York’s crime statistics don’t make good reading, as property crime is above the state and national averages and violent crime is significantly higher. As with all cities, there are areas of high and relatively low crime, so concerned seniors may wish to consider their neighborhood of choice carefully. Additionally, assisted living facilities typically have security and surveillance systems as standard and staff on-site 24/7.
  • There are several well-respected hospitals in and around York, such as the 98-bed UPMC Memorial in West Manchester Township and WellSpan York Hospital, a 596-bed community teaching facility delivering all major treatments and therapies. As York is only an hour from Baltimore, its seniors can easily access the city’s renowned hospitals, including Johns Hopkins Hospital
  • Sperling’s BestPlaces gives York a better than good comfort index of 7.2 out of 10. January can be chilly, with temperatures averaging 21 degrees, but the summer months are comfortably warm, particularly July, when the average is 86 degrees. Rainfall is a little above the norm, but because York doesn’t experience excessive heat, its seniors rarely encounter uncomfortable levels of humidity.
  • York’s residents typically get more for their money than most Americans, as revealed by its average cost of living index of 75.8 when compared to Pennsylvania (92.5) and the United States (100). Health care costs are typically above-average, but other expenses, such as transportation, are significantly more affordable. 
  • Adults in York aged 60 and older get subsidized fares when they ride the city’s fixed-route transit system, while those aged 65+ ride for free. To be eligible for the savings, the senior must register with the rabbittransit service and be a resident of York County.

Senior care costs generally reflect the intensity and type of care. However, there are exceptions, such as York’s $4,744 median fee for home health care (a medical service) and average cost of $4,767 for home care (a non-medical service). Assisted living’s median fee of $5,510 reflects its mostly non-medical service, while the nursing home average fee of $11,467 reveals its near-hospital levels of medical care. Financial Assistance for Assisted Living in York

Pennsylvania is a state that does not offer public financial assistance for care within an assisted living facility. There are no public waivers to help defray the costs of care of living in one of these facilities. Administered locally by the Community Progress Council, the Foster Grandparent Program is a way for York adults aged 55+ to mentor, support and comfort children in need. This typically includes assisting with basic reading and writing skills and providing emotional support, as required. Foster grandparents must commit to a minimum of 15 hours per week, for which they receive a non-taxable stipend that doesn't affect any benefits the senior may already receive.

York County Area Agency on Aging is a multi-resource organization dedicated to helping seniors age in place, in addition to supporting those in senior care facilities. The agency is home to the Long-Term Care Ombudsman, an advocate for seniors in assisted living communities. It also manages senior centers throughout York and York County, each of which provides numerous health and well-being programs to its members.

In addition to providing primary care services for U.S. military vets and their dependents, the York VA Clinic also specializes in non-medical counseling. Additionally, it has a behavioral health department to support vets dealing with mental health issues and can refer patients to other facilities in the VA Lebanon Health Care System if the clinic doesn't have the required facilities on-site.

The mission of the Osher Lifelong Learning Institute at Penn State York is to provide seniors with many opportunities to continue learning and enrich their lives by participating in the social aspects of OLLI. Seniors can enroll in courses covering literature, space exploration, genetics and politics. The fee per session for members is $8 and $20 for nonmembers.
