Toms River is located along the eastern seaboard in Ocean County, NJ. With an estimated 18,351 residents over the age of 65, the city has more seniors per capita than the national average. Seniors who prioritize health and safety may be drawn to the fact that Toms River has a violent crime rate and an overall cost of healthcare below the respective national averages. At $10,783 a month, the city’s median cost of nursing home care is roughly 4.2% below what most New Jersey seniors are paying.
Outside of hospitals, Toms River’s nursing homes provide the most robust set of medical care services. Skilled nursing, diabetes management, wound care and rehabilitative services are common in addition to assistance with daily living activities. For seniors who don’t need around-the-clock medical supervision from nurses and physicians, home care or assisted living could be a better option.
This guide covers the cost of senior care in Toms River and resources that may help seniors save money for nursing home care or pay for it directly. Programs that can help seniors delay transitioning into a nursing facility with in-home services are included as well.

Rose Garden Nursing and Rehabilitation Center was an excellent place, but they didn’t have a secure dementia unit or a memory care unit. It’s like a 5-star hotel. It’s very clean and well kept and perfectly painted. It’s a beautiful place. The director was very helpful. All I had to do was fill out some financials and they said they were going to take my wife, but when they found out what her condition was, they said they couldn’t handle her because they didn’t have a memory ward.

The residents played all sorts of games and had artsy types of activities where they would sew clothing together and they played with puzzles and that type of thing. The staff was excellent and very caring. They went about their job very professionally.

The staff showed me around, showed me all about the finances, showed me the private rooms, and she was very helpful. When she knew I couldn’t bring my wife there because they didn’t have memory care, she recommended another place, so she was very helpful. They had a physical therapy room and a big exercise area in there. The dining room was very spacious, and they had their activity room there, too. They had outside accommodations and a patio area. My room is bug infested. I’ve reported the problem but nothing has been done. I push the button for help and have had to wait anywhere from 1 to 6 hours for someone to see what the problem is. Every morning I ask the nurse for my pain medication and 1 nurse tells me she’ll check then walks away. She usually comes back between 2 to 3 hours later. Since I’ve been transferred to this section I have not had any type of exercise or physical therapy. I have not been out of this bed once. The food is horrible. I would not recommend this place to anyone, not even my worse enemy!

I have never done this and wish I had earlier, but this place is grossly understaffed and overcrowded. My family member was here after breaking a hip. The family member was just put on Parkinson’s medication and significantly better, but they had NO accommodations but to put him on the floor so he didn’t fall out of bed. That nurse and all staff were sooooooooooo busy, literally running around with a floor FULL of patients. The facility was not upkept. We had been there two prior times, quite some time prior, about 5 years prior, and it was fine. So I trusted. But do NOT trust. Please. If it looks over crowded…get your family member out and transferred elsewhere. I am so sorry I did not. Trust your gut. You don’t have to be “nice” and think positive like I did. That. Simply does not give your family member staying there anything. Because of the 5 -6 year prior stay experience, with very different staff…administration as well….I trusted it was just a bad first Impression. I was concerned and I was right. Don’t stay here if you can avoid it. Shame on the state for NOT regularly doing visits as family members to see the real environment. Announced visits are a joke. Places prepare for them and put on a good front. It was not good.

My dad was at Crestwood Manor for rehab. The rooms were good, and the food was good. The activities that they had to break up the day for these patients were very good. Sometimes, during nice weather, they would go in the back. I guess they called it the garden, and it was a beautiful area. They bring the patients out and let them sit in the sun for a little while, or under the awnings where it was shaded. That was a very nice thing.
The staff was very nice. If I found there might have been something that was not done to my father that should have been, or staying on top of his medication, because there were a lot of medication changes during the time he was there, or things of that nature, I would go up to the desk and explain whatever situation it was. They were more than accommodating. I don’t have anything bad to say about this place.
I don’t know if it had been recently renovated, but the first time we were there it looked very nice. There were paintings on the walls, and the rooms were very nice.
I would say that the only negative thing I could say, and this would depend on whether it was the day shift or the night shift, was that a couple of times my dad became irritated because he was unable to get up and change his own diaper, and sometimes he’d have to sit for a little while. It wasn’t something that happened very often. In this particular case, the staff, like all these places, are short staffed.
We didn’t pay anything because this was all through Medicare.

Financial Assistance for Nursing Home Care in Toms River, NJ
Many seniors and their families use some form of financial assistance to help them pay for nursing care. The main options available are Medicare, Medicaid, and veterans benefits. These programs can be complicated, especially when it comes to benefit terms. Below, we give a brief overview of how these programs may be used towards paying for skilled nursing care.
- Medicare: Medicare will typically cover all skilled nursing costs for the first 20 days of one’s stay in a nursing home and a portion of the costs until day 100. After 100 days in a skilled nursing facility, Medicare will not cover any part of the cost of the stay. While this is adequate when short-term care is needed, those in need of long-term care will need to either pay out-of-pocket or use another source of financial assistance.
- Medicaid: Medicaid covers most of the costs of living in a skilled nursing facility for those who qualify. Care, room, and board are covered with no time limit, but residents may be charged for extras like specially prepared food or cosmetic services. Medicaid eligibility standards are strict and complex, so not all seniors are eligible for Medicaid benefits.
- Veterans Benefits: Veterans receiving a VA pension may also be eligible for the Aid and Attendance benefit administered by the VA. Aid and Attendance is a monthly allowance that beneficiaries may use to pay for their long-term care, including skilled nursing care.
If these options aren’t available to you, check if your loved one has long-term care insurance or contact your Area Agency on Aging to ask about any local financial assistance programs for seniors.
Free Resources for Seniors in Toms River, NJ
The list below contains resources that may help seniors pay for nursing home care, save money on common expenses and delay nursing home care with in-home services. We’ve also included advocacy programs to help seniors resolve issues they may encounter at their nursing facilities.
Meals on Wheels provides homebound seniors with hot, nutritious meals delivered to their doors. Meals are designed to provide one-third of seniors' daily required nutrition, and deliveries occur Monday through Friday. A $2 donation is suggested but not required. To qualify, seniors must be at least 60 years of age and lack the ability to prepare their own food.
The Long-Term Care Ombudsman is responsible for investigating complaints from seniors living in nursing homes and other long-term care facilities. The Ombudsman often steps in when seniors have concerns about the quality of care they're receiving and during billing disputes. Seniors and their families can also reach out to the Ombudsman with questions about selecting a nursing home and how to finance care.
At the Ocean County Office of Senior Services, seniors can access a variety of programs designed to help them maintain their wellbeing while living at home. Connecting seniors with state and federal programs that cater to New Jersey's aging population, such as the family caregiver support program, Social Security and Veterans Affairs, are among the services the office provides.
The Ocean County Board of Social Services is the primary contact for low-income seniors in Toms River to apply for government assistance programs such as Medicaid, which can directly pay for seniors' nursing home care. In addition to advising on the benefits of managed long-term services and supports, workers at the agency can help seniors apply for personal assistance and respite care programs as well as senior transportation services.
