Located in the Upper Midwest, Minnesota features iconic lake views, world-class museums and a dynamic culinary scene, promoting a comfortable lifestyle for retirees. The state’s 5.6 million residents, about 16% of whom are seniors, are spread across its six regions. A low cost of living enables many older adults to maintain their preferred standard of living through their retirement years, and the state’s low crime rates provide peace of mind. The state is home to 75 state parks and recreation areas, including Altura’s Whitewater State Park and Gooseberry Falls State Park in Two Harbors, and historic landmarks, such as the Pipestone National Monument provide information on the state’s roots.
Independent living enables older adults to enjoy the amenities and benefits Minnesota offers without the distractions and financial burdens of homeownership. Independent living communities are generally open to those aged 55 and over and feature amenities, such as social and recreational opportunities, housekeeping and laundry services and daily meals. On average, independent living costs in Minnesota average $2,784 per month, which is consistent with the national rate.
This guide provides more details on independent living costs, including how monthly rates are calculated and how fees in communities in Minnesota compare to those in nearby states. It also provides contact information for programs and agencies that serve seniors in the state.
The Cost of Independent Living in Minnesota
Note: Nationwide survey data that outlines Independent Living care costs isn’t available. However, because this type of care is 30-40% cheaper than Assisted Living, we can estimate monthly rates by subtracting 35% from Assisted Living costs outlined in the Genworth 2021 Cost of Care Survey.
Seniors in Minnesota pay $2,930 per month for Independent Living, which is consistent with the national rate of $2,925. Even so, this statewide average is high compared to most bordering states. In North Dakota, monthly fees are hundreds of dollars lower at $2,204, and in South Dakota, Independent Living rates are even more competitive at $2,178. In Iowa, fees are higher but still more affordable than in Minnesota at $2,839, and in Wisconsin, monthly costs exceed the national median at $2,990.
Throughout Minnesota, monthly Independent Living rates vary from $2,038 in Mankato to $3,356 in Minneapolis, accommodating a range of budgets. In St. Cloud, rates are competitive at $2,665, and in Rochester, fees are closer to the state median at $2,717. Seniors in Duluth pay $3,250 per month for services.
Independent Living is among the cheapest senior care options in Minnesota, coming second only to Adult Day Care, which costs $2,167 per month. Older adults who need personal care may be good candidates for Assisted Living, which is moderately priced at $4,508. Home-based care is an option for those who want to age in place and costs $6,673 for basic In-Home Care and $6,912 for specialized Home Health Care. Nursing Home care is the costliest option at $11,601 per month for semiprivate accommodations.
Can You Use Medicare or Medicaid to Pay for Independent Living in Minnesota?
Unfortunately, you cannot use Medicaid and Medicare to help pay the monthly fee for residing in an Independent Living community. For seniors who need help with Activities of Daily Living (ADLs), there may be financial assistance programs available to help cover the cost of care in Independent Living. For more information about financial assistance for those who need a higher level of care, read our guide to Assisted Living in Minnesota.
Read on for more information about using alternative means to make Independent Living more affordable, such as retirement funds, the sale of a home, etc.
Paying for Independent Living in Minnesota
Older adults in Minnesota have several options that can help them pay for independent living expenses. While retirement income, such as Social Security benefits, 401(k)s and government and private pensions, may cover a large portion of care expenses, some retirees have to draw from other sources to maintain their standard of living. Long-term care insurance is a popular option that covers certain services, such as meal preparation, transportation services and housekeeping, which can help offset the costs of rent or buy-in. Those who own a home may consider selling it and use the funds to cover expenses. Alternatively, individuals who want to retain ownership of their property may rent out their home and use the income for their living costs or borrow against their home with a reverse mortgage.

I’ll be moving into Abiitan Mill City. It was such a good fit for me. It had a lot of activities that I like to do. It had yoga and lectures, and it’s right along the river with hiking paths. It’s within walking distance of restaurants and grocery stores. I will have a one-bedroom, which is going to be different moving from a larger house, but I think it’ll be good.
They’re right next to the Guthrie. There is a service where you can get a free ride at any place within five miles. You can go wherever you need to go to the YMCA (which is close), and you can go to the grocery store or whatever restaurant or whatever you need to do with a free ride, so that was appealing to me. It’s also close to the farmer’s market. I thought the staff have been very caring. They responded quickly to inquiries. They were very good. The place was clean, and it was kept up well. They have a community meeting room. I haven’t eaten there. I will make my own meals, but they have a nice restaurant, and they have a coffee shop. You can ask for meals if you want to, but I’ll make my own meals.

You could stay right in your own room. They just need to update their facilities. The lady who gave us the tour was really nice and helpful.

I moved into Becketwood. It’s a rather unique cooperative setting on 12 acres, so it’s a very nice setting, and cooperative means that the management is run by the members. There’s a management staff, but the members do have a board of directors and can manage a number of the affairs of the organization. There are 211 units in this building, and they range from a small one-bedroom to a three-bedroom. So, there’s a range of costs involved depending upon what you want and so forth. And then there is the possibility of having in-house, or people come into the building to provide extra services of one kind or another, housekeeping of one kind or another. The staff does a very good job. They offer one meal a day. The food is very good, it’s a variety, sometimes breakfast, sometimes lunch, and sometimes supper depending on the day. It varies, but the kitchen does a good job. They do have various activities and events, and I have participated. There’s a number of excursions, entertainment of one kind or another that comes to the building. It’s a mixture of things, so it works very nicely. An example is to go on an excursion to visit various parts of Minneapolis and just to drive around in the bus and have a moderator explain the neighborhood that we’re in at that particular point in time, and then that excursion generally would include stopping for lunch or something, so it’s a nice kind of an excursion. I’m quite happy here.

I have chosen The Pillars of Prospect Park. It’s by far the outstanding one that I visited. It far surpassed the others. I think it will meet my needs the best of any of the places. It’s in close connection with the University of Minnesota Alumni Association. It’s close to the campus, and I’m a life member of the Alumni Association. They have groups come in like the members of the St. Paul Chamber Orchestra, the Minnesota Orchestra, and lectures from university professors. They just have an outstanding program, and very stimulating. I think it’s really good.
My first impression was that it was a very welcoming place. They have a large reception area, very welcoming, and very comfortable. They had a lovely sign there that said "Welcome," which was very nice, and then the person that guided me around took me to all the community rooms. They have a lovely library, a wonderful dining area, an exercise room filled with modern up-to-date equipment, because it is only like about a year and a half old, a craft room, and a nice, underground parking area where you can have your bike and stuff like that. She told me about all their community activities. They participate in a community garden about a block away. They have a biking group, a hiking group, and a couple book groups. They have happy hour, every afternoon, Monday through Friday.
They have a beautiful atrium on the top level, and that leads out to a large deck where they have lovely plants, and several firepits, and tables and chairs so that you could have smores out there or hot dogs. They have a room where they show movies several times a week, and where they would have their guest entertainment come in, their lecturers, or musical groups, or whoever. You can go from independent living to assisted living in your same apartment. They also have an Alzheimer’s unit in part of the building, and they have a nursery for children.
As the COVID guidelines are loosened, there will be more interaction among the residents and the small children. The residents can participate by reading stories, or rocking babies, or playing with children one-on-one, and they have a nice little play yard for the children, and you can look down from the apartment and see the children play. They have a wonderful Fresh Thyme supermarket right across the street, and they’re close to the University Avenue as far as if one wanted to catch the train or anything. It’s within walking distance from several places on campus, including the football stadium and places like that.
I have a two-bedroom apartment with a little balcony, and I’m quite pleased. The two-bedroom apartments have two bathrooms. All the apartments have a washer and dryer in the apartment. No one has lived in the apartment that I’m going to be moving into because it’s a new facility, and with COVID and everything, they didn’t fill it up as rapidly as they planned to. The apartment is very comfortably arranged. There’s a bathroom off the master bedroom, and another bathroom where you have to go through the walk-in closet sort of area to get to that, and that bathroom also opens from the main entry into the apartment so that it’s handy for guests.
Their dining area was very pleasant appearing. I did not have a meal there. They had a lot of tables for four or six, and a few tables for two, and it seemed very inviting, like going to a restaurant. I had some question about my iPhone, and the person at the reception desk said, "When you’re done, I can help you with that." She said, "I love to help people with iPhone issues," and so she did. She was very friendly. It’s very nicely done.

I’ve been there before and it just felt like it was going to be a good fit for mom. There are lots of social activities and then once she gets to the point of needing assisted living, it’s pretty much right there. It’s in a nice neighborhood. The apartments were very spacious, too.

They are doing a total remodel of the facility, so everything will be brand new. Location to me would work out very well. I’ve been there before and it just felt like it was going to be a good fit for mom. There are lots of social activities and then once she gets to the point of needing assisted living, it’s pretty much right there. It’s in a nice neighborhood. The apartments were very spacious, too.

I toured Flourish Senior Living. I liked the woman that took us around, and I liked the activities. There was a general feel that appealed to both me and my son. It was very welcoming. The staff who toured us was very thorough, and she answered any of our questions. She also teaches exercise classes. There was an informal vibe that I got visiting there that I want to live there. The rooms were very well-appointed. The layout was nice. Everything was set up so that you can get different services when you move from independent to assisted living, and that is really nice. It is the top selling point. The atmosphere was positive. They had various exercise classes. I passed a room that had about four ladies, and they were going to be doing some kind of activity. They have a happy hour, and I think you’re allowed to drink each time they have it. It was a busy and happy place.
