Parma started as a sleepy farm town in the 1820s, but it has since grown into one of the most popular suburbs of Cleveland for seniors and families to move to. Located just south of the I-480 corridor south of the Cleveland Zoo, Parma is home to 78,000 people, 19% of whom are seniors aged 65 and over. Ohio is generally a friendly place for seniors with retirement income, and Parma is especially attractive to seniors for its low crime rate and lively local attractions. Parma’s climate is cool and snowy in the winter and mild with moderate rain in the summer.
Seniors in Parma have a lot of options for local assisted living facilities, where professional caregivers can help with activities of daily living such as personal care and household chores. Assisted living is a popular choice for seniors who need more help than living alone can provide, but who are not in need of skilled nursing care. Seniors in the Parma area pay an average of $3,950 a month for board and care. This is $400 a month less than the $4,350 seniors pay in the rest of Ohio and $350 less than the $4,300 national average across the United States.
This guide helps seniors and their loved ones understand the benefits and drawbacks of assisted living in Parma. It offers information about prices, regulations and free local resources to help seniors live independently in the Parma area.

The staff are unqualified and unwilling. I requested my grandmother be tested for an infection and it took ten days for staff to requisition a simple urine culture. In the meantime, full infection raging, my grandmother fractured her pelvis and staff did nothing about it for several days. The family had to do the jobs that should’ve been done by staff members. Communication was miserable. When we confronted the supervisors, we were told that "it’s always something" with my grandmother. She is 90 years old!

What to Consider About Assisted Living in Parma
Assisted living communities in Parma are regulated by the Bureau of Regulatory Operations at the Ohio Department of Health. This bureau issues licenses to residential care facilities throughout Ohio, conducts regular and unannounced inspections and monitors compliance with state regulations.
Benefits and Drawbacks of Assisted Living in Parma
- Summers in Parma tend to be warm and humid, while winters are generally cold enough for snow. Long spring and fall evenings encourage seniors to head outdoors and enjoy the town’s parks and trails, which are generally accessible to seniors of all mobility levels.
- Ohio does not tax Social Security payments at any level, up to the maximum. Other retirement income is taxed at the same rate as any wages, though seniors may qualify for various state credits that reduce their tax liability. Seniors who get less than $100,000 a year have four tax credits that each are worth between $25 and $200. Ohio’s senior citizen credit is also worth $50 for seniors who file.
- Parma is far below both the national and the state crime rate for both violent and property offenses. Year over year crime rates show a gradual decline in Parma’s street crime over the years from 2006 to 2019. In 2014, Parma earned third place as one of America’s safest cities with a population above 25,000 from Neighborhood Scout.
- Cuyahoga County’s Senior Transportation Connection (STC) helps seniors get around town with scheduled door-to-door disabled ride and ambulatory shuttle service. STC charges discounted rates for seniors’ rides, with help from charitable donations, and operates Monday through Friday. Seniors can book a ride for any personal purpose, including medical visits, up to three days in advance.
- Seniors have a wealth of options for community events and attractions in the Parma area. Natural attractions in the region include the Rocky River Nature Center and West Creek Reservation, while indoors the Cleveland Greenhouse puts on an annual poinsettia display every December. Every holiday season, communities all around Parma compete to put on elaborate displays of Christmas lights. St. Stanislaus in Slavic Village and St. Stephen on West 54th St. are historic local churches with easy wheelchair access for visitors with limited mobility.
Paying for Assisted Living in Parma
Assisted living costs in Parma average $3,950 a month, according to the Genworth Cost of Care Survey. The average across the state of Ohio is higher, at $4,350 a month, as is the national median, $4,300.

Parma’s assisted living costs are lower, at $3,950, than the cost of similar services elsewhere in Ohio. Dayton, for example, has a monthly median cost of $5,245, while Cincinnati’s assisted living costs average $4,750 a month, $800 higher than costs in Parma.
The Cost of Other Types of Senior Care
Seniors in Parma have other residential care options beside assisted living. Adult day health services in Parma cost an average of $1,246 a month. In-home care is available from both homemaker and home health aide services, which in Parma, cost an average of $4,362 and $4,410 a month, respectively. The average cost of a semiprivate room in a nursing home in Parma is $7,848, while private rooms average $8,745 a month.
