The vibrant city of Portland is listed among the best retirement destinations in the United States in Caring’s 2019 Senior Living Report for its high access to health care, low-cost housing options, public transportation system and general quality of life. On average, seniors in this city pay $7,146 for home care, which includes non-specialized services such as companionship, housekeeping and meal preparation. Unlike home health care, in-home care doesn’t include medical services such as occupational therapy or disease monitoring. Fortunately, seniors can obtain services such as these at several outstanding hospitals nearby, including OHSA Hospital and Providence St. Vincent Medical Center.
Below we’ve compiled a comprehensive directory of every home care provider in the Portland area – complete with services offered and reviews from families who’ve actually used the service. In addition to our in-depth provider listings, we’ve compiled resources to help seniors and their families to access all the tools they need to age in place safely and gracefully.

My father was in an assisted living facility but needed more care that the facility could provide. Since I live in another state, I contacted HomeInstead to visit him 3x/week for three hours/day over the primary meal period to provide companionship, help with eating, and assisting in moving as needed.
All aspects of my experience with HomeInstead was positive, from my initial contact through the wrap-up of their services. Office staff was professional–once they understood what i was looking for they arranged an on-site assessment of my dad’s needs. The woman performing the assessment was empathetic, engaging, thorough and very competent. She was able to explain their services to my father and his wife, answering their questions and concerns. She provided more detail to me on billing and scheduling.
It took about two weeks to find caregivers who could come on the desired schedule, one for two days/week and the other for one day/week (which we later extended to two days/week). Both caregivers bonded with my father; he was happy to see them. They kept good notes of each visit for me to review, and the case manager would call me at least monthly to review the situation with me. They also noted any issues with the care being provided by the facility and suggested equipment or other actions we could take to make my dad more comfortable.
If a caregiver was unable to make their normal meeting, they always let me know 48 hours or more in advance and offered to find a substitute to insure coverage.
When my Dad needed to move to a different facility for more care, we arranged to have them continue to come to provide continuity and insure there would be some familiar faces in a new situation.
He became very friendly with both and it was a source of comfort for me to have two experienced, professional and empathetic people spend time with my dad.
I have no hesitation recommending HomeInstead; all aspects of my interaction with them were positive. I only wished I had learned about them sooner so I could have involved them earlier in my dad’s care.

We used Home Instead-Beaverton, OR for three months. We had several people from them. They helped my father with showering, assisting him with his daily needs, and light housekeeping for my mother. They’re just very challenged to have enough staff. You don’t get those good people to come back every day. So, you never know who you’re going to get. Also, they don’t train their staff very well. They need to screen their people for health care. They need to find more qualified employees and then invest more into the training of these employees before they send them out to engage one-on-one with an elderly person.

If I could give them six stars I would. I haired Home Instead a little over a year ago to help with the care of my sister who has early onset alzheimer’s and they have been nothing short of phenomenal with the care of my sister. About a year ago my sister was prescribed memory meds that were remarkable in bringing my sister back to a little bit of normality, if even briefly. At this point the memory meds have stopped being effective, as expected after about a year. Even though the memory meds have stopped working my sister has not relapsed into the confused, agitated and sometimes angry state she was in a year ago and she is happy. The biggest reason why my sister is in a much better state now than a year ago is because of Home Instead and the care, help and companionship Home Instead provides.
In January of this year I went back to Maui, where I lived for a long time, for a two week vacation. I was worried about how everything with my sister would go without me nearby. Home Instead stepped up and did a remarkable job and I didn’t have to worry about anything. Shortly after returning to the Portland area we went into COVID restrictions and a lockdown. Again Home Instead was right there taking care.
I can not say enough about the service, care and attention that Home Instead provides. My sister does not want to go into assisted living and Home Instead has made that possible. I think this is especially important at this time because of COVID-19. Home Instead taking over the care of my sister has allowed me to return to some sense of normalcy in my life.
Working with Lisa, Laken, Dianne, Nicole and all the others has been great. They are constantly on it, paying attention to every detail, they care and it shows in the state my sister is in. Home Instead has great communication, beyond what your would expect, to a fault, which is good.

They come for four hours a day to help her dress and activities of daily living. I’ve been pleased with all of the caregivers, they’re very kind and attentive. They go out of their way and my mom likes them a lot. The service is so much better than the last agency we used. We’ve had them for a couple of months now and they’ve been on top of things. Three essential questions to ask to ensure the company you choose has a strong set of core values:
Communication – Will I be able to easily communicate with the personal attendant and have continued access to my case manager? This is the core of our approach. We believe that you should never feel there is a lack of control or communication with your personal attendant. For this reason, you are assigned a case manager who is always available.
Integrity – Has a sense of trust been established? We believe this is the key to a comfortable relationship and the well-being of the client. That’s why we carefully screen all our personal attendants.
Performance – Am I confident I will get the professional care promised and that there will be accountability and follow up? Home care is dynamic; a family’s needs can change daily. You chose home care to allow your loved one to remain independent and retain their quality of life, not to endure more paperwork and problem-solving. We make a simple promise: we will be there for your family. If you’re not satisfied, we will work with you until you are.

My brother, Sheldon is developmentally disabled and it was determined that he needed a personal help. United Cerebral Palsy contracted a caregiver through HDE health and that’s how I met Donny who was the owner of that business. He provided us with a caregiver and we interviewed many caregivers and we’ve had 5 from their company. We had a chance to meet different types of caregivers. We really had a good experience with his company. We had student nurses and some part time caregivers. Our current caregiver is a lady who specializes in working with disabled adults and children that are in foster care homes or on their own. She is just excellent with my brother. The last one we had was a student nurse and knew a lot of medical stuff. She was just absolutely superb. She went through all the doctor’s appointments with him.
What I like the most is that Donny has a 24-hour cellphone that if there’s a problem I can reach him even on weekends. Although I try not to do that because he has a life but if there’s an emergency I’ve been able to reach him without a problem. He has been really helpful in problem solving. As my brother’s case become extremely more complicated, he has been very helpful in being able to work with United Cerebral Palsy in contracting more services. I would highly recommend Donny’s business.

Financial Assistance for Home Care in Portland, OR
Given the high cost of in-home care, many people use one or more forms of financial assistance to cover the expenses. Below, we explain some of the most common sources of financial help for paying for in-home care. If none of these options are available to you, you can reach out to your Area Agency on Aging or Aging and Disability Resource Center to learn about local resources.
- Long-Term Care Insurance: Long-Term Care Insurance covers expenses related to senior care, including in-home care. Depending on the policy type, beneficiaries may receive a cash payment to use towards long-term care or reimbursement for qualifying long-term care expenses. Note that there are limitations- typically a maximum benefit of $150 per day- and exact coverage terms vary depending on the exact policy, so always check the details.
- Medicare: Medicare does not cover in-home care because it is classified as custodial, or non-medical, care. However, some Medicare Advantage and Medicare Supplement plans, which offer expanded benefits, may cover in-home custodial care.
- Medicaid: Medicaid coverage of in-home care varies between different states because it is not a federally mandated benefit. Currently, all states cover some in-home care either through their standard Medicaid or a waiver program. The specific coverage rules are set individually by each state.
- Veterans’ Benefits: The Aid and Attendance benefit is a monthly cash payment that beneficiaries can use to pay for senior care, including in-home care services. To qualify for A&A, Veterans must already receive the VA pension and meet several additional requirements, including needing assistance with the activities of daily living.Contact the Department of Veterans Affairs to learn more.
- Reverse Mortgages: Home Equity Conversion Mortgages (HECMs) are federally insured loans that are available to homeowners age 62 and over. Reverse mortgages allow you to access a portion of your home’s equity in cash, tax free. Many seniors use reverse mortgages to finance their care expenses, including in-home care. Note that although there are no monthly payments due on reverse mortgage loans, borrowers do have to repay the loan once the last surviving homeowner passes away, moves, or sells the home.
