  • Medicaid: Medicaid coverage of in-home care varies between different states because it is not a federally mandated benefit. Currently, all states cover some in-home care either through their standard Medicaid or a waiver program. The specific coverage rules are set individually by each state.
  • Veterans’ Benefits: The Aid and Attendance benefit is a monthly cash payment that beneficiaries can use to pay for senior care, including in-home care services. The Section 504 Home Repair Program provides home repair loans to homeowners on very low incomes as well as grants to seniors with health and safety hazards in their homes. Grants can be up to $10,000, with no requirement to pay them back unless the senior sells the property within 3 years. Loans can be up to $40,000 over 20 years at 1% interest. Eligible participants are New Jersey residents who cannot get affordable financing elsewhere and have incomes at or below the limit for their county. Meals on Wheels in Greater New Brunswick delivers freshly prepared and nutritionally balanced meals to homebound seniors on weekdays, including holidays, normally between 10:30 a.m. and noon. Many seniors use their savings and liquidize their assets to raise the funds they need, while some apply for reverse mortgages. If their plan allows, Medicare beneficiaries can cover some costs in the short term, while those with suitable Medicare Advantage plans have more options, including covering costs over longer periods. The Personal Preference Program may also be an option for New Jersey residents eligible for NJ FamilyCare Plan A.


Who is eligible for the veterans’ home care program?


Former members of the U.S. military eligible for VA health care benefits normally qualify for the
veterans’ home care program. If you’re unsure if you qualify, you can check which priority group you’re currently in, although you can change groups if your circumstances change. If you’re not eligible, you may qualify for the VA Family Caregiver Assistance Program if you have an individual or combined VA disability rating of 70% or more. The disability must be the result of your active military service or worsened by it. You must also need a minimum of 6 continuous months of one-on-one home care services.
