Financial Assistance for Nursing Home Care in Providence, RI

Many seniors and their families use some form of financial assistance to help them pay for nursing care. The main options available are Medicare, Medicaid, and veterans benefits. These programs can be complicated, especially when it comes to benefit terms. Below, we give a brief overview of how these programs may be used towards paying for skilled nursing care.

  • Medicare: Medicare will typically cover all skilled nursing costs for the first 20 days of one’s stay in a nursing home and a portion of the costs until day 100. After 100 days in a skilled nursing facility, Medicare will not cover any part of the cost of the stay.   • Medicaid: Medicaid covers most of the costs of living in a skilled nursing facility for those who qualify. Care, room, and board are covered with no time limit, but residents may be charged for extras like specially prepared food or cosmetic services. Medicaid eligibility standards are strict and complex, so not all seniors are eligible for Medicaid benefits.
  • Veterans Benefits: Veterans receiving a VA pension may also be eligible for the Aid and Attendance benefit administered by the VA. Aid and Attendance is a monthly allowance that beneficiaries may use to pay for their long-term care, including skilled nursing care.

These include the Elderly Transportation Program (ETP), a curb-to-curb service for adults aged 60 and over who don’t have access to transportation. There is also the Reduced Fare Bus Program for the 65+ age group on low incomes, and a free non-emergency transportation system to take adults aged 60 and over to their medical appointments.
Rhode Island Pharmaceutical Assistance to Elders (RIPAE)(401) 462-0560RIPAE is a plan that contributes to the costs of approved medications for adults aged 65 and over during the Deductible stage of their Medicare Plan D plans. There are three levels to the program, each providing varying degrees of support based on the individual’s level of income. A fourth level of the plan assists adults younger than 65.
State Health Insurance Assistance Program (SHIP)(888) 884-8721SHIP is a state-sponsored program that aids seniors who are Medicare beneficiaries and those who are preparing to apply for health care insurance. The program’s counselors can clearly explain Medicare and its associated plans, such as Medicare Advantage, and provide unbiased information to help seniors make educated choices. The counselors can also assist low-income seniors who may be eligible for Medicaid. 
VA Aid and Attendance Benefits and Housebound Allowance(800) 827-1000U.S. military veterans in nursing homes, or preparing to enter one, can apply for VA Aid and Attendance benefits to help pay the costs of their accommodation. The monthly payment is also available to the surviving spouses of veterans. Vets still living at home can apply for the Housebound Allowance to meet some of their home care costs.
Meals on Wheels of Rhode Island(401) 351-6700Homebound adults aged 60 and over can apply for weekday meal deliveries. They come in two packs, with the meal sealed in a container that can be reheated in a microwave. The second is a pack containing milk, bread and a dessert. The suggested donation is $3, although seniors unable to pay are not refused.
