Stafford is a census-designated place and the seat of Stafford County. It’s dissected by I-95, bringing Richmond to within an hour and Washington D.C. within 50 minutes. Stafford’s population of 5,370 forms part of the county’s 156,927 residents, 10.7% of whom are in the 65+ age group. Residents may appreciate the area’s unhurried lifestyle and convenient proximity to Fredericksburg, which is less than 20 minutes away. The area’s historical links to the Civil War run deep, particularly places such as Government Island and Stafford Civil War Park.
Independent seniors who want to retain their autonomy but need some help with daily tasks might find assisted living an agreeable compromise. Seniors in assisted living facilities spend their time freely, while staff ensures their rooms are cleaned, clothes laundered and meals prepared. The facilities also offer opportunities for seniors to socialize with their own age group. The typical fee for an assisted living community in Stafford is $6,000 per month, which is $1,700 more than the national average.
The remainder of this guide considers the advantages and disadvantages of living in Stafford and the costs of senior care in the area. It also lists some resources useful to seniors.

My dad is in respite care at Commonwealth Senior Living at Stafford. He has been there a month, and he’s staying for another month. What I like about it is it’s smaller and the people are very good. The bigger complaint is that they don’t have a gym facility there for rehab and stuff. They don’t have anything like that. So they just kind of have to walk the floor and stuff. The staff is good, but they had some major turnover in the dining area. The food is good. It’s like home cooking. They do have outside seating, but they don’t have a good place for walking. They have some activities, but he doesn’t necessarily go to any of them. I think he’s been to bingo once because his wife was there. They have bingo, puzzles, that kind of stuff. They were much more reasonable (price) than anybody else that we talked to.

When we were there they weren’t doing activities, but they were having lunch. We chose this community because the person we met with told us how they care for the resident each day. My mother will be moving into Chancellor’s Village. I had visited both independent and assisted living because the original plan was that my mom and my father would go into independent living, but my father passed away.
It looked like a hotel when you walk in. It doesn’t look like the old-style nursing homes where they looked old hospital style. I specifically was looking for my mom and my dad. They wanted apartments; they didn’t want rooms. In independent living, they had a full kitchen that had more counter space than most apartments have. When it was both my parents, we were looking at planning on a one-bedroom plus a den, which was really nice that they had that option.
With assisted living, my mother won’t be cooking, but they still have a good-sized refrigerator and she could use a microwave and she still has two rooms. She has a sitting room and a bedroom along with her private bath. I wanted to put her in the smaller apartment because it was on the first floor. The bedroom was like 9×13. Since my father’s not going to be there, she has a twin-size bed and that is enough room for one person.
I was not able to tour the dining area in the assisted living because they were changing the carpet, but the dining area in independent living was like a fine restaurant. The grounds were beautiful and well maintained. They had a lot of flowering, ornamental trees, and bushes. That was another reason I went with a smaller apartment, they have balconies and screened porches, which is another thing I like. My mother’s view is right in the courtyard. They have an activities director and it seems like there is something always scheduled for them to do. They have a full calendar for both independent and assisted.
Natalie is the person who helps you find the apartment, and she was exceedingly helpful because at the time my father was in rehab and we had to meet a certain date for his discharge, she was working on that date. They always change out carpet between each resident and my dad elected to have the plank flooring and put in ceiling fans and she was working on that. When I contacted her that my had died and I needed to change my plan, she helped me coordinate to find the assisted living. She’s just very, very helpful.

We visited both assisted living and memory care at HarborChase of Prince William Commons. We brought Mom there and they treated us to lunch. They have their own signature five-star chef who served us lobster risotto with wine. It looks like you’re on a cruise ship and you see the types of details you’d see on a cruise ship, the decorations, how it’s laid out, the types of things that they have. They had a shuffleboard game and a courtyard with a bocce court.
Everything was top shelf. Their pricing was reasonable, and it was within our budget. They had a library, activities like singing and musicals, they had an art studio where residents can paint, and they can do all sorts of art activities. They have an artist who runs the classes and comes in during the week. They allow people to bring pets, not only the residents, but your family member. If you want to bring a small pet on your visit, you can do that as well.
It’s a pretty new place. The director there also has an administrative background in memory care and assisted living. They came up and did their assessment. She drove up and, knowing my mom likes mystery books, she brought Mom some books, some gifts, and chocolate. We didn’t select HarborChase because we would have to drive down I-95 to get there. It was not going to be easy for us to go down I-95 for either medical appointments or for visits, and we just didn’t want to mess with the traffic. It’s just bad, and there’s only one way to get there for us, and that’s crossover the bridge. We could take Route 1, but still it’s just not as convenient for us. We told them that they’ve measured up in every way.
It would’ve been like being on a cruise ship, and every luxury you can even think of was there. They had little areas where you could get snacks, and lots of eating areas, and the outdoor area was very nice. They had little balconies where you can sit and read, and you still have a nice breeze, and can still be indoors. There were lots of little extras that we didn’t see in any other place. They didn’t have as secure of an entryway though. You can drive right up. Otherwise, it was clean, well laid out, and inviting.

He’s happy there, but he misses interactions with more people because there’s only one other resident, and the man is not that communicative. It’s very isolating for him, but I’m still very happy with the care.
The facility is a new building. Everything is very clean, and they’re very good about all of that. I have no complaints. Even the food is excellent. Since they only have two people, they’re very good about asking him what he would like them to prepare, so he gets a lot of his own favorites served. It’s also very nutritious, and the proportions are very sensible: not too much, not too little. There’s only one staff member, but generally speaking, I’m very happy with the staff. They’re trying very hard to keep them occupied.

I’ve been to Trinity Senior Village several times and I had been there with a friend whose mother was there. It’s clean, it’s new, and it’s family-run. It is very caring. Wonderful staff to patient ratio. They have really good activities, and they have great use of technology including wristbands. Also in memory care, they have what looks like a TV but it’s an interactive game kind of thing that is used. The staff is very caring and warm. It’s small, it’s family-owned, and it’s very well run. The rooms are open, airy, and fit all the Virginia standards, but they’re clean. They have extra windows here and there, so it’s bright. It’s a square shape, so you don’t run into the end of a hallway, and you can keep walking around and around.
I’ve tried the food, and it’s excellent. It’s a smaller facility, so it has a smaller living room area and a smaller dining room area. When I took my grandson and he said, ‘Wow, this just looks like a regular house.’ There’s a craft room, they have those mechanical pets, they have a fireplace, they have TV, and they have a family room where a family can meet and do a celebration by themselves. Obviously, they have laundry. They don’t mix people’s laundry. They do one person’s laundry and don’t mix all that up, and I like that. They have a salon and a fitness room. They have a walk-in tub room as well. They sort of have everything. It’s extremely well-maintained. They take great pride in the cleanliness, and more than that, the care of the clients there. They just do a great job of communicating and communicating with families. When I went with my friend to visit her mom, it just was a very welcoming home atmosphere.
They do a lot of different activities, they had family members come in and paint flower pots, and they have people come in for different activities. They have music, they do bingo, and they have a service dog come in and visit with patients. The value for money is excellent, and that’s why we’re looking into it for my husband because the value is very, very good. There’s no extra pricing for everything. It’s a flat fee other than cable TV, so there are not a lot of hidden costs, and that is excellent.

My mother is currently in here for rehab. The facility is not clean and the employees are not responsive when you hit the button for emergencies. No one shows up, so good luck if you have an actual emergency. The food is disgusting. Some of the peas for dinner were black. Physical therapy wasn’t good. They forced my mother to raise her arm and do movement on her broken shoulder and clavicle when it was supposed to be still. They have absolutely no idea what they are doing here.

We visited Morningstar. They gave me a tour. They told me about the financials that are associated with the care. They showed me the rooms. The place is close to a major street, and that was a big concern to me. They did have a care for dementia, which my mother has. It all seemed to work out pretty well. I saw the rooms, and they were nice. They seemed to be spacious. The people seemed to be caring. They seemed to have clinical care on-staff. The dining room was spacious and clean, and people seemed to like the food. They have exercises for the people living there. They have things like bingo and stuff like that, so they try to keep the people as active as they possibly can. The security seemed to be OK. When you walk in, there seemed to be someone who’s right there.

What to Consider About Assisted Living in Stafford
The Virginia Department of Social Services monitors, regulates and licenses assisted living facilities throughout the state. It has the authority to make unannounced and unrestricted inspections on licensed premises to ensure they are maintaining the standards stipulated in their licenses. It also has the authority to revoke licenses from assisted living facilities that repeatedly underperform.
Benefits and Drawbacks of Assisted Living in Stafford
- According to Sperling’s Best Places, Stafford has an average cost of living index of 127.7, which is significantly higher than the state average of 103.7 and the national average of 100. The primary drivers appear to be transportation and housing costs, with the latter almost always a sign of an area’s desirability. Health costs are slightly above the national average at 102.1, but the increase isn’t significant.
- Healthy Generations is a private nonprofit agency that provides subsidized door-to-door transport services for seniors in Stafford County and neighboring counties. The Mobility Options Transportation Program operates wheelchair-accessible vans and charges fares of $2 per trip and $4 for a round trip.
- Stafford Hospital is the only medical facility in the compact area. However, its work treating patients dealing with respiratory conditions is rated as high-performing by U.S. News & World Report, and it’s well-regarded in handling other conditions, such as heart disease and cancer. Additionally, seniors with Medicare will be pleased to know that despite the small population, there are 17 physicians registered to help them.
- Stafford is one of the safer places in the country. According to Neighborhood Scout, violent crime is slightly above the state average but well below the national average. Statistics indicate that Stafford experiences only about half the state average and a bit more than half the national average for property crime. Seniors in many assisted living facilities also benefit from 24-hour surveillance and staff members close by.
- Residents of Stafford County can enjoy one of the better climates in the state, and it sees an average of 198 sunny days a year. Although January can see temperatures drop to 24 degrees, summer can reach 84 degrees. Rainfall is slightly above average at 43 inches annually, but that’s a price many residents may consider worth paying for the green surroundings.
