Albany Home Care Resources 

Home care services are only one of the pieces needed for seniors to gracefully age in place. There are many services and programs that are low-cost or free, that enable seniors to enjoy an independent lifestyle in the comfort of their own home, such as help with home modifications, meal delivery services, and more. Below, we’ve compiled a few of the most helpful resources in Albany:

Elderly Pharmaceutical Insurance Coverage (EPIC) Program

The EPIC program of New York State is administered by the Department of Health and offers seniors aged 65 or older who are income-eligible with supplementary financial support for their Medicare Part D drug plan out-of-pocket expenses. Seniors who apply must also be enrolled in Medicare’s Part D drug plan to receive supplementary support. The free version of the program is available to single individuals earning no more than $23,000 per year and to married seniors earning no more than $29,000 annually. A deductible version of Epic is open for seniors with incomes between $20,001 and $100,000 per year.

The Health Insurance Information, Counseling and Assistance program of New York is a state-wide program of support agencies in which mostly volunteer staff offer seniors with counseling, referrals and advice on accessing their Medicare, Medicaid and other health insurance benefits. Counselors work through local Area Agency on Aging offices to provide one-on-one consultation sessions with seniors. Elderly residents of Albany County may contact a counselor for a session through the Albany County Department of Aging.

Legal Aid Society of Northeastern New York Senior Legal Services

The Legal Aid Society of Northeastern New York provides numerous advocacy and legal support services for low-income New Yorkers who are disabled, elderly, disenfranchised and who feel they’ve been victims of abuse of their rights. Among its initiatives is the Senior Legal Services Program. This is open to people 60 or older who are considered low-income. It handles many legal and civil issues specific to the elderly and offers consultations with a suggested (but not obligatory) donation of $10 per session.

New York Weatherization Assistance Program

The New York Weatherization Assistance Program is administered by the NY Office of Homes and Community Renewal but offered directly to homeowners or renters through local WAP affiliates. In Albany, this can be done through Albany County Opportunity, inc working under the Albany Community Action Partnership. Low-income seniors and families are given preference for applying to the program, which provides weather protection and heating upgrades to owned or rented homes at no cost. In New York, maximum income limits for single-person households are $31,318 per year. Two-person elderly homes must make less than $40,954.
