Health Insurance Information, Counseling and Assistance Program (HIICAP)

The program is available to Medicare beneficiaries and those preparing to sign up. All counselors are HIICAP trained. They provide one-on-one confidential assistance to seniors who need help with understanding Medicare and information about supplemental plans, such as Medicare Advantage and Plan D, sometimes known as Medicare Drug Coverage. The counselors can also provide unbiased information about private health care insurance programs. 

Medicaid Facilitated Enrollment Program

This is a free service dedicated to helping adults aged 65 and over enroll in a Medicaid program. Counselors from Westchester Disabled on the Move Inc. (WDOMI) help seniors through every stage and can advise on suitable programs. An example would be the Consumer Directed Personal Assistance Program (CDPAP), which allows seniors a degree of flexibility when choosing the caregiver paid to provide home care assistance, such as a trusted family member.

Meals on Wheels

The program delivers meals to Rockland County residents unable to prepare meals for themselves. Although donations are welcome, no senior is refused. The meals are prepared on the day of delivery by chefs working within the guidelines set by a Registered Dietician. Hot and cold meals are delivered weekdays every week of the year, including holidays. Drivers also conduct safety checks of seniors at the time of delivery.

School Tax Relief (STAR)

New Yorkers whose primary residence is in the state and who are aged 65 and over may be eligible for property tax exemption under the STAR program. For the basic program, the senior must have an annual income of no more than $500,000 for the STAR credit and $250,000 for the STAR exemption. For enhanced benefits, the figures are $88,050 and $90,550, respectively. 

New York RESTORE Program

The RESTORE program is administered by various nonprofit organizations, each dedicated to helping seniors on low incomes live in safe homes modified to handle their disabilities. Applicants must be New York residents aged 60 and over with an annual income less than 100% of the regional average for their location. Examples of home modifications include the installation of ramps, grab bars and chair lifts.
