This state-sponsored program helps low-income seniors and families who are unable to pay their heating and cooling bills or need help with HVAC repairs or replacements. Three assistance categories provide situation-specific funding for heating, cooling and one-time emergencies. The Richmond Metropolitan Habitat for Humanity offers critical home repairs through a block grant that’s available to Chesterfield County residents. This program focuses on high-priority exterior repairs. Covered improvements include repairing or replacing roofing, siding, gutters, windows and steps or ramps. To qualify, homeowners must live in a target neighborhood and earn less than 80% of the area median income or $48,400 for a single applicant.

Chesterfield County offers an income-based tax exemption to seniors and disabled adults.
