The state of Massachusetts offers various programs to help low-income residents, including the operation of several senior housing complexes. Seniors can apply to rent an income-based apartment in one of their senior buildings, or for a Section 8 rent voucher to help pay for an apartment of their choosing. There may be a long waiting list for some housing programs, so it is best to call well before you need to move.

The SeniorCare Nutrition Program is offered by the Rockport Council on Aging and operates out of the Rockport Senior Center. Meals are served to elders free of charge, although donations are accepted. Housebound elders may qualify for the Meals on Wheels food program, which delivers hot meals. The Saint Anne Food Pantry also offers seniors bags of groceries once a month. Transportation is available for those who need it. The Rockport Senior Center offers a wide range of day programs for local elders, including group exercises, art programs and community celebrations.

The state-run weatherization program is available for low-income seniors who need help maintaining their homes throughout the seasons. Cold-weather modifications are offered, such as replacing siding and insulation, as well as upgrading windows and doors.
