Low Income Weatherization Assistance Program (WAP)

Seniors in Rochester can apply to the Low Income Weatherization Assistance Program (WAP) for help getting their home ready for winter. WAP provides no-cost inspections and upgrades to homes that need new insulation, windows and doors. Seniors who enroll in the program must meet residency requirements, as well as income and asset limits to be eligible for benefits, and all work done must be approved by the program in advance. Work is performed by licensed local contractors.

Home Modification Loan Program (HMLP)

Seniors in Rochester may qualify for a 0% interest home improvement loan through the state’s Home Modification Loan Program (HMLP). The HMLP uses a network of local lenders to write loans for seniors who cannot otherwise afford to make their homes safe and comfortable enough to remain independent in the community. The Low-Income Home Energy Assistance Program (LIHEAP), sometimes also known as the Fuel Assistance Program in Massachusetts, helps seniors in Rochester reduce the cost of their monthly home energy bills. LIHEAP helps reduce seniors’ monthly bills by up to 30%, as well as providing one-time cash aid to pay overdue utility bills on an emergency basis. The program can also help some seniors get new and energy-efficient appliances and improved home weatherization. Income and asset limitations apply to all new applicants, who can request information about the program online or by mail.

The Family Caregiver Support Program supports Rochester seniors aged 55 and over with free caregiver support. Caregiver benefits are recipient-directed, and they may be used to hire the caregiver of a senior’s choice.
