The Genworth 2021 Cost of Care Survey doesn’t outline long-term care cost data in Miami-Dade County as a whole, but based on rates in Miami, the county seat, home care costs an estimated $4,195 per month. This is about $600 lower than the Florida rate of $4,767 and nearly $800 cheaper than the national norm of $4,957. In Lakeland and Port St. Lucie, rates are several hundred dollars higher at $4,576 and $4,671, respectively. In Naples, seniors pay $5,720 per month for services, about $1,500 more than in Miami-Dade County.

Nonmedical home care services in Miami-Dade County cost $4,195 per month. Home health care, which is similar to home care but includes skilled nursing services such as medication administration and wound care, is a little costlier at $4,385. Assisted living facilities charge a couple hundred dollars more than home care agencies, and nursing homes charge even higher rates of $9,019. Adult day health care is cheaper than home care at $1,517 monthly.

Financial Assistance for Home Care in Miami-Dade County, FL

Given the high cost of in-home care, many people use one or more forms of financial assistance to cover the expenses. Below, we explain some of the most common sources of financial help for paying for in-home care. If none of these options are available to you, you can reach out to your Area Agency on Aging or Aging and Disability Resource Center to learn about local resources.

  • Long-Term Care Insurance: Long-term care insurance covers expenses related to senior care, including in-home care. Depending on the policy type, beneficiaries may receive a cash payment to use towards long-term care or reimbursement for qualifying long-term care expenses. Note that there are limitations- typically a maximum benefit of $150 per day- and exact coverage terms vary depending on the exact policy, so always check the details.
  • Medicare: Medicare does not cover in-home care because it is classified as custodial, or non-medical, care. However, some Medicare Advantage and Medicare Supplement plans, which offer expanded benefits, may cover in-home custodial care.
  • Medicaid: Medicaid coverage of in-home care varies between different states because it is not a federally mandated benefit. Currently, all states cover some in-home care either through their standard Medicaid or a waiver program. The specific coverage rules are set individually by each state.
  • Veterans’ Benefits: The Aid and Attendance benefit is a monthly cash payment that beneficiaries can use to pay for senior care, including in-home care services. To qualify for A&A, Veterans must already receive the VA pension and meet several additional requirements, including needing assistance with the activities of daily living. Contact the Department of Veterans Affairs to learn more.
  • Reverse Mortgages: Home Equity Conversion Mortgages (HECMs) are federally insured loans that are available to homeowners age 62 and over. Reverse mortgages allow you to access a portion of your home’s equity in cash, tax free. Many seniors use reverse mortgages to finance their care expenses, including in-home care. Note that although there are no monthly payments due on reverse mortgage loans, borrowers do have to repay the loan once the last surviving homeowner passes away, moves, or sells the home.

Home care services are only one of the pieces needed for seniors to gracefully age in place. There are many services and programs that are low-cost or free, that enable seniors to enjoy an independent lifestyle in the comfort of their own home, such as help with home modifications, meal delivery services, and more. Residential Construction Mitigation Program

This program is funded by the Florida Division of Emergency Management, and it aims to protect low- to moderate-income houses from damage due to hurricanes and strong winds. Applications are accepted on a first-come, first-served basis, and priority is given to seniors and families with young children. Services offered include load path reinforcement, opening protection and reroofing. There is no charge for any of the upgrades and modifications. 

Meals on Wheels and Congregate Meals

The Community Action and Human Services Department of Miami-Dade County runs a Meals on Wheels service to homebound seniors over the age of 60 in the area. The program is funded by Miami-Dade County and by donations from the community. Volunteers deliver seven frozen meals to each senior on a weekly basis. Spouses are eligible to receive meals without medical conditions or age restrictions. There is a small charge for each meal but financial assistance is available for those who cannot afford the payment. Congregate meals are served at lunchtime on a daily basis at 21 senior centers located around the county. There is no charge for the meal, and transport can be provided to the closest center. 

Home Weatherization Assistance Program

The Weatherization Assistance Program is a federally funded program that assists low-income households to reduce their energy costs by installing energy-efficient cost-saving measures. Priority is given to senior citizens and families with young children. Some of the services offered include attic insulation, low-flow showerheads, energy recovery ventilation, weather stripping and repairing or replacing water heaters, refrigerators and windows. There is no charge for any of the services provided.
