Financial Assistance for Home Care in San Luis Obispo County, CA

Given the high cost of in-home care, many people use one or more forms of financial assistance to cover the expenses. Below, we explain some of the most common sources of financial help for paying for in-home care. If none of these options are available to you, you can reach out to your Area Agency on Aging or Aging and Disability Resource Center to learn about local resources.

  • Long-Term Care Insurance: Long-term care insurance covers expenses related to senior care, including in-home care. Depending on the policy type, beneficiaries may receive a cash payment to use towards long-term care or reimbursement for qualifying long-term care expenses. Note that there are limitations- typically a maximum benefit of $150 per day- and exact coverage terms vary depending on the exact policy, so always check the details.
  • Medicare: Medicare does not cover in-home care because it is classified as custodial, or non-medical, care. However, some Medicare Advantage and Medicare Supplement plans, which offer expanded benefits, may cover in-home custodial care.
  • Medicaid: Medicaid coverage of in-home care varies between different states because it is not a federally mandated benefit. Currently, all states cover some in-home care either through their standard Medicaid or a waiver program. The specific coverage rules are set individually by each state.
  • Veterans’ Benefits: The Aid and Attendance benefit is a monthly cash payment that beneficiaries can use to pay for senior care, including in-home care services. To qualify for A&A, Veterans must already receive the VA pension and meet several additional requirements, including needing assistance with the activities of daily living.   • Reverse Mortgages: Home Equity Conversion Mortgages (HECMs) are federally insured loans that are available to homeowners age 62 and over. Reverse mortgages allow you to access a portion of your home’s equity in cash, tax free. Many seniors use reverse mortgages to finance their care expenses, including in-home care. Note that although there are no monthly payments due on reverse mortgage loans, borrowers do have to repay the loan once the last surviving homeowner passes away, moves, or sells the home.

Meals that Connect

Meals that Connect is a free service providing seniors in the San Luis Obispo area with access to lunch-time meals every day of the week at one of 10 locations throughout the county. To qualify, visitors must be at least 60 years of age or married to someone of that age. A short application must be sent in to register seniors. Meals that Connect asks for 48 hours of notice from those planning to attend a meal service. However, arrangements can be made to deliver food to those who cannot leave their home.

In-Home Supportive Services Program

The In-Home Supportive Services Program provides assistance to seniors and disabled individuals with help performing tasks like bathing, cooking, shopping and housekeeping. Support is also provided to connect seniors with useful community resources. In-Home Supportive Services (IHSS) aims to assist seniors in maintaining their health and independence. Once an application has been sent in, a county social worker schedules an interview to determine the scope of assistance needed. To qualify for this program, individuals must be at least 65 years of age and demonstrate a financial need for assistance. Applicants must also be homebound residents of California who are eligible for Medi-Cal coverage.

Central Coast Commission for Senior Citizens

The primary goal of the Central Coast Commission for Senior Citizens is to direct state and federal money into local senior service programs such as in-home care, meal delivery and legal assistance. Medication management, home repair services and senior employment guidance are also provided. Regular assessments are performed to monitor the needs of seniors. This nonprofit collaborates with both state and federal entities to allocate funding for these services.

Health Insurance Advocacy & Insurance Program

The Health Insurance Advocacy & Insurance Program (HICAP) provides free, personal counseling with seniors regarding their Medicare coverage. Support is provided to seniors who have previously been denied coverage and will work to appeal those decisions. If needed, HICAP will provide legal representation for seniors as well. Additional services include Medicare training for seniors covering topics such as applying for supplemental Medicare insurance and part C advantage plans. A free two-hour course about Medicare fraud and abuse is available as well, offered in both English and Spanish.
