CHAMPVA does not cover assisted living or other forms of long-term care. Known as the Civilian Health and Medical Program of the Department of Veterans Affairs, the program does, however, pay for medically necessary services, supplies and prescription drugs. Other exclusions include medical camps, vocational rehabilitation, myofunctional therapy and treatment for psychiatric speech disorders.

Who is eligible for CHAMPVA health insurance?

These groups are eligible for CHAMPVA health insurance:

  • Children and surviving spouses of military members who died while serving during active duty
  • Children and surviving spouses of late veterans who had a total permanent service-related disability when they died
  • Children and spouses of veterans with a permanent, total service-related disability

In most cases, veterans and family members who have TRICARE eligibility do not qualify for CHAMPVA. When you qualify for Medicaid or Medicare, CHAMPVA becomes a secondary insurance plan.

How do you apply for CHAMPVA?

You apply for CHAMPVA by mailing your paperwork to the VHA Office of Community Care. Include VA Form 10-10d, Application for CHAMPVA benefits, along with A Form 10-7959c, CHAMPVA Other Health Insurance Certification. Send a copy of your Medicare card if applicable. If you have a permanent service-related total disability, also include your rating form from the VA.
