Should a wheelchair be the reason she is removed from the ACU?

My Mom has mild demetia, and was in Acu, where she was very active. She loved her new home. She also has a disk on her back that can make her walking difficult, but she can walk but only short distances, then she needs the help of a wheelchair. My question is this...Should a wheelchair be the reason she is removed from the ACU? The unit she is in has changed her for the worse..cries, won't eat, and spends all day in a wheelchair, which keeps her from walking at all!!! I need help. I already notified the Cop, office..even they do Not get back to me. She needs to go back to the ACU, because I can't stand her this way. Where do I go from here?
