How do I get money help for my mother

my father has COPD ,cancer in his lungs,breathing problems, has to use oxygen 24/7,use a walker,among other physical problems.Mother is a diabetic,has high blood pressure,her health is not so good, joints making it hard for her to do things,has four fingers she can not use well.
