Powers of an executor of a will

My stepfather left me $10,000 in his will. My mom is the executor of the will. Can my mom change what my stepfather left me. In other words, can she request that the money be put in trust instead of it being directly to me? It states no restrictions in the will. Can she change that? So it won't come directly to me?
