How can I start talking with my mother about moving into a nursing home?

My brother and I have decided that it is time to place our mother in a nursing home. She currently lives with him, under her own roof, above his garage. She has always been extremely independent. I know that any discussion with her about taking that independence away, will be met with denial and hostility. Any suggestions on how to have "the talk" with her.
