Is it good to keep moving a dementia person from one 24hr care to another?

My Mom has moved a few times in the past couple of years. Due to sibling disagreements as to where she is at, she is being moved once again. She's been content where she is at now, it's not a fancy place, the staff is good to here. We always see a setback with her anger and confusion upon each move. Is this healthy?
