How do I tell my sister-in-law that she needs more care than I can give?

currently "caring" for sister in law whose brother just left her and has no one else/ she gets 1600.oo a month and is supposed to pay rent of 675.00 however she did not and now we are being evicted. I don't know if I can handle her anymore as she is not all there mentally.. she has very good periods and then sometimes really not so much . I believe her diagnosis was bipolar and was on medication however does not choose to take as she would rather drink alcohol and cant with medication also because she doesn't think anything is wrong with her.. she is in denial about us being evicted and we have five days to get out. I cant convince her about what is happening nor do I know if even if I coyuld get her with the program if I want or can get a new place and care for her. any advice please
