Mom refuses assisted living

A social worker has been visiting my mom who still has great thinking skills, but her legs aren't that great and she lives in an RV she refuses to leave. The social worker demands that mom go into assisted living,she said that if I truly care about my mom, I should use force to get her there. I care about a lot of people but I never kidnapped anyone to prove my love. Why would a social worker who is supposed to be helpful make suggestions that are not even legal?
