My father receives SS, is it ok to place him in a nursing home outside the U.S s

My father has dementia & due to my mothers income which is not alot he does not qualify for medicaid. He needs care 24 hrs a day & my mother works full time & also needs his SS for mortgage, living expenses, etc. Nursing homes for dementia patients here would take his full SS & my mother would still have to pay $300-500 out of pocket which she can't afford, would placing him in a nursing home south of the border be an option & legally ok since he receives his SS benefit?
