How Medicaid Works: Eligibility Requirements & Coverage

My mother is on SSI Disability and MEDICAID and is turning 65 soon. She's getting letters in the mail from Medicare stating that she's not eligible for hospital coverage through Medicare because she doesn't have enough work credits. A letter from Medicare also says they have also assigned her to Humana for Medicare Part D, drug coverage. How does she have medical insurance through MEDICAID but not hospital insurance?

My Mom (76) sold her home up North because of deteriorating health and due to the sale now has $30K in cash. She is now moving to Florida to be near me. We want to find her the right home for the remaining independent years but want to make sure we do not make any mistakes for future medicaid benefits. We would like to invest her $30K from her home sale into a condo but it is not enough to put down so she needs me to cosign and also contribute $30K down. We would be 50/50 owners but she would pay all the monthly bills (mortgage, insurance, HOA fees) as it would be her place to live. I would live in my own home. How would medicaid look at this investment when she gets to the stage of needing help? I understand they may take her $30K that she invests, but I wouldn't want my life savings to be exposed or taken. What risk do I have if I help her? Thank you for any suggestions or information.

Also, people that worked under the table and never paid unto the system or have a 500.000 dollars house should not received help.people that have no house but a 401k have to sell it before they can get help.fair is fair. We are rewarding people that cheats the system.we need to reward people that have worked their whole life and bad things happened to them, not cheaters.the laws are soo unfair

I think people should be working for their benefits.i was left without insurance after a car accident and couldn't received help because a 401k at my work.not right.i worked my whole life, paid into the system for the system to reject me in a vulnerable time.not fair to tax payers.enough.also where I worked, people on welfare working with me were laughing at me because I couldn't qualify for nothing.shame.i was living on my own, paying insurance and all.they were living better than I was.

My daughter started receiving Medicaid benefits last year after I became disabled. I was not eligible for Medicaid...but in August hit my 2 year disability mark and became eligible for Medicare. My question is: My husband took a seasonal temporary job that started in August and will last through December only. How does this affect my daughter's Medicaid benefits? Could they say she is ineligible and then make us reapply with the job being for such a short time frame? Please explain to me how this works? Thank You

Anyone needing help with Medicaid and Medicare should contact their congressmen, both of them and the state senator. Get their office to help you understand what is available, what the choices are and how you can pay for care. First, it's their job to help you as a citizen. Second, they may get a more realistic idea of what citizens are dealing with and try to improve it. Also most states have a Dept on Aging might be able to help. Tell the congressman you voted for them (even in you didn't, they have huge egos) & now you need their help. It could be good publicity for them to help you and very bad publicity if they don't and you tell your story to a local news station or paper. These laws and options are complicated, you need to have a law degree to understand them, so as an American citizen, you are entitled to help from your representatives who can move through the system and get action day better than we can. The best way to contact them is by phone, leave a detailed message and keep calling until you get action. That's what we pay them for, it's our right. I hope this helps.

my father has been in a nursing home for over 4 years, in NY State. I thought Medicade was paying for everything. Recently he's taken a turn for the worse, I've received paper work stating that Medicare will stop paying in 3 days, due to his acute condition. We must switch to all medicade. I thought this was automatic. What if he gets better, does Medicare kick in again...

He was living with a caretaker but we had to get rid of her since she was leaving him on his own and he is paralyzed as well. We have temporary help for now. Want to bring him to AZ but I'm being told medicaid here will not pay for dialysis and no insurance company will take him . If he stays on medicare it's like $2000 out of pocket for each dIalysis treament. I make $9.50 an hr. and he makes appx. $1500 a month. What can I do? I'm a SSI/Medicaid recipientnt for about 8 years now. Although I truly do appreciate being able to see a doctor, when so many others are unable, it is more often than not that either 1) I cannot find a doctor who accepts Medicaid 2) is 25+ miles away (single mom, no car or bus routes near me) 3) is a "learning hospital" with a 2+ month waiting list and 4) they most often seem disinterested, short and without so much as a look in my ears, nose, etc., give me a prescription or 2 then is out the door in a rush. To me the worst of it all is their complete lack of bedside manner. It's so frustrating when you suffer as I do and can't find a doctor who cares enough and "can't help me" simply because Medicaid doesn't pay well enough. Now that Obama Care has started it's IMPOSSIBLE to find a physician that accepts Medicaid. Our only choices now are pay for insurance, which we can't afford, or get put on a hospital waiting list and pray our symptoms aren't sign of something more serious. Sorry for the rant. Thanks for the platform to do so.

I'm not looking for what to eat and how to live........I just need some legal answers. I was put onto Medicaid because of my income, not because I was unhealthy! I truly thought there was someone who would be able to give assistance in areas that people needs answers......! As I look though a lot of these posts, the content is regarding "legal" issues. People want to do the right thing, but are afraid they will get into trouble with the rules each state has. This site needs people are in a position to answer these questions. I called all agencies involved and I have yet to get a satisfactory answer!

Most of us are woefully ignorant of this world. If we are doing all right, we don't worry about educating ourselves in things that don't concern us. We want someone to take all our troubles and so on. Medicaid helps a lot of people but like all government programs they are designed to discourage and exclude. Promises that are kept only when pressured by ilk? lawyers. If we don't eat right, exercise and live right, there is a price to be paid. Our bodies will put up with anything for years but then comes the piper. And even if we do all we should, there is no guarantee.

Do I need to contact all these Doctors and Hospitals to arrange to make payments? Or is Medicaid supposed to pay?

I was put on Medicaid when I retired, but had no idea it was going to happen! When I found out how much my scripts were going to cost, I realized why. Now I want to try a home business, but won't have the same income every month; maybe could go a month or two without any income. That's ok...haven't been living too high anyway on just SS! I finally found these pgs for help after spending months trying to get the right answers from Medicaid, SS and SHIP offices....NO ONE could tell me what to expect. I hate not being able to have a hand in taking care of myself when I am able to do so, but I certainly can't afford to pay over $600 a month for meds for arthritis & non-life threatening asthma and still pay for living expenses! With 2014, we now have full Medicaid benefits going into affect, and that really bothers me......concerned it will put me into a smaller corner than I am already dealing with. When retired people want to take care of themselves financially, they shouldn't have to be afraid of NOT being able to get medications. I would be glad to pay for premiums......but $245.45 is a lot for Advair every month, and that is just one script. I know there are millions of people that face the terrible decision of "do I eat, or do I buy meds", and I know what some of my friends wind up doing! The governments -- state and federal, need to realize what they are doing to people........for Heaven's sake, if we want to help ourselves, accept our offer to pay premiums and part of a medication cost.....it would help bring costs down for everyone, but don't punish us for wanting to be independent of total submission to a "politicians" idea of "help" that isn't for everyone who has to be on Medicaid!

Medicaid is a program that provides both health care and long term care to low-income American families. In most states, you only qualify for medicaid if you have an income of not more than $2,094 and a total asset asset of not more than $2,000. So you should be careful in submitting documents including your boarding and lodging, if you exaggerate the cost of your room plus medicines and it totals to more than $2,000, you may be disqualified for medicaid program. However, for long term care dependents, there is a long term care (LTC) insurance partnership program, this is a government program that encourage people to buy private ltc insurance where you can protect the value of your asset should you be needing Medicaid in the future. Without partnership programs, a person must be eligible and pass the poverty criteria of his state to qualify for Medicaid benefits. To better understand the partnership program, you can see example of computation at: http://goo.gl/BhtTdT

over 10 years, said...

If you have unpaid medical bills, gather them together and submit them to your caseworker. They must calculate the total and use that against your spenddown. If your spenddown is $600 monthly, and you have $6000 in unpaid bills, that pays your spenddown for 10 months. If you have more unpaid bills it will carry you longer. But at least you will be able to get the care you need immediately after this is put into place.

I live in MI am 66. I get $535 Social Security and my rent alone is $500 I get $193 SSI and that has to cover everything else. I could make it till now as my son lived with me and now he has moved out and I am going in the hole more and more every month. I also get Medicare and Medicaid. Can I work without loosing any of those and if I can how much am I able to make before I loose anything?

This is crazy. I just applied and I am disabled and make 1,600 a month on disability. I am sure I am going to get turned down now after reading many of these comments. Its a shame that people can not get access to the health care that they need, and the access they can get seems backwards. Like the poor kidney guy down there..they will pay for his kidney to fail, but no preventive. And I know some people who are married and able to work and choose not too, while having kid after kid they can not afford while getting full benefits on everything, while people that are not able to work have to fight to get every little thing they can with help when they cant just go out and get a job, but the lazy people get all the benefits. Its awful what is going on, while nothing can be done about it.

My mother is in Florida and has recently been moved from rehab to long term care. She will be 88 in just over a month. She has a 95% blockage in her heart and she has severe lung problems that prevent her from having any kind of heart surgery. She can no longer walk or stand, has to wear diapers and needs full care. She is giving up and is not eating hardly at all. The Social worker where she is at lost her job because she was supposed to have filed for Medicaid 3 months ago and did not. My Mom has been moved from rehab to long term care and they are charging her $7,000 per month. She has about $8,000 to her name and she receives about $1300 to $1400 total per month. She has a home that is upside down and that is rented since she cannot sell it and it has a small negative cash flow. She is paying her way presently and will soon be totally broke in less than 2 months. How long does it take for a person such as my Mom to qualify for Medicaid. What will happen when she is out of funds and broke. My wife and I are in another state and are both disabled and cannot financially help. What can we do? What will happen to my Mother. She has worked all of her life and does not deserve this. PLEASE give me some advise. Time is running out and what are the options.

I am a 43 year old with juvenile diabetes, have had a kidney transplant, stroke and recently diagnosed with autonomicdysfunction. I am on Social Security disability and receive $1162.00 per month. I also have medicaid with a share of cost of $1004.00. My prescriptions are over $7000.00 per month with the anti-rejection meds and insulin pump supplies and yes medicare pays a portion of that, So my medication still costs me around $1400.00 which will cover my shar e of cost. The problem I am having is that I have to see Specialists. A nephrologist for the kidney's, an endocrinologst for the diabetes, a neurologit for the autonomicdysfunction and a cardiologust for the heart problems. I can not find a specialst in any of these fields that accept the medicaid share of cost insurance, so I have to pay out of pocket for each doctors appointment and after that I can not afford rent, food, car insurance or utilities. I have been living in my car for the last two months and now with the price of gas and having to eat fast food daily, I am unable to afford to live period. The unbelievable thing is that I have waited in the lines at Children and Family Services and The Social Security office and can get no help. If I let my kidney reject and go back on dialysis, they will pay for everything even another kidney transplant. Dialysis cost over $1000.00 3 times a week plus all the meds I will have to take and if I decided to go through the whole transplant thing again, that would cost $120,000.00 which they would gladly pay for. They will pay when you are sick,, but will not pay to prevent you from getting terminally sick again. I have asked them to cut my check to $800.00 per month, because then I would be at the Florida poverty level and I would be eligable for full medicaid instaed of the share of cost, but they will not do it. I have decided to let my kidney fail, but I will not go through another kidney transplant to end up in this situation all over again....which means I will die within the next few years. How could things be this way in the United States? I am tired and scared and there is no help anywhere..

I live in Illinois, and I am a single mother of 3 enrolled in the kidcare family plan. My son recently turned 19 and of course, was dropped from this coverage. He still lives at home, and is unemployed with plans of enrolling in community college soon, but as of yet has not been able to find work. Is there an option for him to obtain medical coverage through medicare? He has needed medical services recently, which I had to pay out of my pocket, and I really can't afford to this. I have tried to call my local IDHS office, but I get a voicemail, I leave a message, and I'm at work when they reply, so I have to call back only to repeat this process. My transportation options are very limited as I live in a very rural area, so in the meantime of trying to get into the office personally, I am looking for answers here.

We need help! My son and his finance and their two children (familly of four, children are 5 and 3 years old) are living with me (they pay a portion of the rent and some towards utility bills--I am unemployed and receiving temporary help from my mother), until recently the family was receiving medicaid assistance (the mother works, my son does not--he is home with the chilldren), their combined income is below $21,000. The 5 yr. old was born deaf and is receiving Social Secuity Disability payments. They were notified that they are cancelling the parent's medicaid coverage claiming their income is too high (they also cancelled their food samps even though their annual income is below $21,000--we believe they are now counting my granddaugter's SS disablity payment). My question is: Can they count a diabled child's social secuirty income as part of the eligibility requirements? We were told initially that this child's SS disability income does not count towards their total income when determining the medicaid elgibility for the parents. We are upset and very confused. Can someone please clarify this--they are suppose to call at the end of the week and need this information as soon as possible in order to challenge this decision.

None of this info relates to low income Seniors in Western Canada. I was looking for assistance with what is available for affordable housing in the area where I live, on a site called Senior Zen. I am 73 years young with complex health problems and reading some of the postings on this site is heart wrenching. We also have problems with our Federal, Provincial and Municipal Government's when it comes to helping Seniors who can barely make it each month. I have to say this is a Global problem, where "The Rich get Richer the rest of us can go to Hell in a Handcart". Those at the top will always survive. Governments have taken away for many , HOPE FOR THE FUTURE. In Canada, there is an association called " Grey Power" an advocacy group which works very hard on the behalf of Seniors, trying to make life more liveable in areas of increasing the Canada Old Age Pension, the allowable increase is at the present time tied to the cost of living index, which amounts to around 3 cents per month as I understand. I have also had to visit our local "Food Bank" for assistance and survived as a Single , Divorced Mother with 2 Children to raise working on a low income each month. I can relate to how difficult it is to just scrape by each month. I pray for all Seniors in North America no matter what their circumstances are at this time (2012), to be respected in their needs in order to make life in their Senior years less stressful.

I have tried to get my 90 year old mother on medicaid so she could go to a nursing home to be cared for. She has been refused because she owns 5 acres of land in another state that she lived at 4 years ago. The mobile home she lived in has been demolished by theives and it is a total loss. I am 62 years old and taking care of her. She has altizmers in the later stage. She needs help with everything. From bathing ,eating, to wiping after going to the bathroom. I have to lift her out of bed and into a wheelchair to care for her. She has fell a few times but lucky no broken bones. I have talked to her doctor about getting her in a home but he said it is up to the nursing home to accept her. The nursing home won't take her because she doesn't quailfy for medicaid. Why is it this great country of ours can send a murderer to prision and give them health care and dental care plus pay them to stay there and they won't even take care of the seniors who have supported the goverment all their lives? I think something is very wrong in this country if we can give billions to countries overseas and not take care of our own people first.. Thanks for listening .

All these stroies are touching. The problem with Medicaid is that it is going to bankrupt the States. As a healthare provider I can tell you we no longer take Medicaid patients because the reimbursement is less than Medicare and that is poor. I have seen way to many people taking advantage of the system to get free healthcare because they say they have no money. They have no money because they have a $700 truck payment, a $300 cell phone bill and buy cigartettes and alcohol. Is there ANY personal responsibility. Medcaid is for people that TRUELY need it, not a way to get free care.

Here I am again with an update. It is now June 2011 and I have a new diabetic med--Actos, I think it's called. I originally was supposed to get Januvia but it cost $140 and was not covered by Medicaid, so I told the doctor I couldn't afford it, to find me something else to do the same thing and that was covered. He found Actos--but you can imagine my reaction when I found it cost even more--$170!! But it's covered by Medicaid, so I only pay $3. I go to the clinic, see a dietitian, a doctor, and get blood work every three months. I see them again in August. I also get weighed each time I go in and was put on a lower-calorie (1600, as opposed to 1800) diet. I also got new packaging on another of my meds--it has a blue plastic container with the pills in a push-pack inside it. I pull it out and push out the pill(s) I need. I do that with two of my meds now.

If your assets or income are too high to qualify, that does not mean you need to spend all your assets on medical care before you can qualify or that you are forever ineligible if your income is too high. A Medicaid planning attorney can help you explore what planning options are available to you. Also, keep in mind that just as the requisite asset and income levels permitted are different in every state, the type of Medicaid planning available is state and sometimes county by county specific.

Hopefully it's up-to-date. That's hard to do in this state where the ravages by insurance companies wreak havoc on consistency, on rules that were in place but that big money was able to pull the rug out from under. Big money owns the electeds, who feel forced to do what those businesses demand. It is the basis of capitalism to throw us off, to take away, to deny, to confuse, to change what was so what we thought suddenly is useless, leaving us subject to mistakenly purchasing, thinking today's rules apply like yesterday's. It is the basis of capitalism that a few entities/individuals will run us mass through the wringer at every turn. It's called profit, it's achieved by competition - who competes best - creates the most effective rules by which to rob us - appearing to serve us - done with the aid of madisonavenue techniques - wins, is able to continue that 'business'. These are called 'the economy', as though it is uncontrollable, like hurricanes et al. That's because our electeds and the business/people lie to us. If we rise against them they kill us. Better, they send members of our communities off to die and kill other people, restricting us to continued service to this brutal system here 'at home'. Capitalism is not a victimless crime. You can see it if you just look around. You are no different from all the other people victimized at one or another low level of living - all of us.

I have a question about medicaid planning in California. My mother's only asset is her home. I understand that medicaid will put a lean on the house and take their money after her death. Several co-workers have told me there is asset protection. That legally you can protect her home from asset recovery. Is anyone familiar with this?

Correction: Medicare is the name for federally funded health benefits for those over the age of 65...not medicaid.

I don't know what state you are in Bonneville, but most adults are denied Medicaid unless they qualify for SSI. With your Graves disease you may qualify for dual eligibility under Medicare/Medicaid but you need to fill out the forms for SSI disability. You will also need medical records so you should talk with your doctor about the application process. Hope this helps.

I'm a 61-year old permanently disable woman who, like many others, relies on my Medicare Disability ($1,185) as my only means of income. I've worked all my life, sometimes two and three jobs at a time, and somehow managed to squeeze in a college education (although it took quite awhile). I guess my point is..I worked hard and sacrificed much so my daughter and I could have a financially stable life and not worry about having enough to pay the rent each month. Never in my wildest dreams did I imagine my life taking the turn it has. But after 10 operations and having to go on disability, that's where I am. C'est la vie. Just goes to show..."the best laid plans of mice and men"... I'm making it, but just barely. After paying living expenses, I have about $100 a month for everything else - gas, toiletries, etc. etc. I do get $65 in Food Stamps each month. As far as Medicaid goes, I've been able to qualify but have never been able to get it renewed after the first three months because I have to meet a deductible of over $2000. Right now, my main problems are my teeth and vision. Medicare doesn't cover either one. How can a person stay healthy if they can't eat or see where they're going. My teeth are breaking off at the gumline since my body is no longer capable of absorbing nutrients. My weight has dropped from 150 lbs. to 102 lbs. (I'm 5'7"). My eyes are so dilated from the meds I have to take, I've gotten hurt several times from not being able to see what I'm doing. I live in Winston-Salem, NC and, so far, haven't found any resource that helps with either one. I don't like complaining (although I've done a lit of it here). I always feel guilty when I do. I'm so grateful that I have a roof over my head and a warm place to sleep at night when there are so many who don't. I guess I'm just afraid I might dry up and blow away and not live to see my grandchildren grow up. That's the most important thing to me. Thanks for giving me a place to vent my frustrations. Many blessings to all of you and to your family and friends who are in need. Namaste

I'm in my 50s and have a family history of diabetes and high blood pressure. I take meds for these and high cholesterol, niacin (500 mg) and two types of diabetes meds. I even take the same kind of meds my folks did for HBP!! Well, to get to the point, I recently got SSI and with it, Medicaid. I only pay a 50-cent co-pay for my covered prescription meds. I also have food stamps, so that helps a lot on my household food bill. I even get stuff for them on occasion. I feel pretty lucky overall; now if I could only find affordable housing... I presently live with friends because I can't but am not giving up. (I went to a free clinic in a neighboring city for a while and got meds through them but they recently sent me to a Medicaid-covered clinic once I told them I had SSI.)

I am 62 had to quit work to take care of my 90 yr old mother who has Alzheimer's. I canceled mom's Part D because it was a big rip off. I now get her generic drugs at Walmart (mailed to the house free) cheaper than under Part D, and I buy her two brand name drugs from online Canadian company as generics not available her in the US, for a fourth of the price of her part D plan. It went from $3,000 a year down to $400. I never expected anyone or any government agency to help me. I know better. I recently found out that if I continue to care for my mother at home and apply for Medicaid when we need help, here in Florida they will count my miserably small social security check as income in considering her since we live together. Florida considers a live in related caregiver as "household" in their income eligibility. I can only get help for her if I put her in a nursing home. At least we still have a home, food and our health (except for her mind gone). I feel lucky compared to some people. And as one post said very aptly, we dig deep and cheap. I never expected life to be easy, a challenge yes, but not easy. While I wish there was help for all of us, I also know the more government involvement, the more taxes I will get to pay, the lower quality of my life. Be careful what you wish for.

I am afraid at almost 70 there is little hope for us seniors especially with the administration today. If we are not around then they don't have to pay us social security. We are expendable. His czars have carefully worded that. There will be no hope in medicaid, medicare or anything when it comes to the seniors. Please check out this part of the obamacare package that was never read by congress - or, obtain the books regarding seniors. As a senior, unless God intervenes - we will have less to no care and no benefits. Procedures to help us live longer or save our lives will be negative and we will be told no - sorry....yes there is a death panal. Oh yes there is.

I didnt get the new benefits for COBRA, have been paying $1521.00 a month for years. With social security and the limitations on work, I am working for free. Im having to draw money out of the money Id hoped to use for retirement. I cant go on much longer at $18 grand a year for COBRA. Am using credit cards for food and prescriptions and other things I cant buy. I have to keep my credit cards open because food and insurance etc. comes before my home. I have never in my life seen times as hard as this. No going out to eat in years, even for a taco. My kids are in a mess financially too and I cant help them. Neither planned on this, just like I had no clue. And there are heartless swine calling asking for me to pay a bill, and I am a day or so late waiting for SS check. I have never been so scared. I thought these were the golden years. If people would buy cars from Detroit, it would surely help, my aunt use to say as Detroit goes, so does the country. I have always bought American, yet I suffer. Tax those foreign cars and those people having more children then we can afford to pay for.

The information on asset allowance and income limits was helpful...I also had no idea what Medicaid spend-down was. This article helped me to determine that it would be a good idea to at least contact DSS for more information.

in my state Medicaid is the best covered insurance going. period.

over 13 years, said...

yeah we would have a bit more money for the medical if we would get rid of the mpc's in your state. They pay more to their lawyers to fight you on procedures paid for by medicaid. Like they did me, I received a lysis of adheasions from my pain management doctor after a screwed up back operation that I didn't need, and medicaid paid for it 3 times, when Unison came around they paid more to their lawyer to try to say it is an unecessary procedure and made me go to 3 state hearings before they let Uniscum pay it

The reality of health care reform as passed by congress will be setting in real quick in ohio by requiring you to purchase the pre existing healh care you will still have to go without your medications because it will take all your income to pay for the health insurance and the end result is because you dont have any money to pay your rent utiltiies buy your food and medicines the end result is you will lose your job if you have one and then your insurance will be cancelled because you cant afford to pay for it, you will end up in the hospital anyone because of no money for the necessitys.

under the new health care plan it is only going to cause more hardship at least the plan they proposed in ohio

BERTHA. several of the drug companies will give you FREE drugs with proof of need and a prescription from your doctor. I got mine for a year before Walmart and everyone started selling mine for 4.00. that was cheap enough so i dropped myself out of it but it really helped alot. try: RxAssist. AstraZeneca, Pfizer

Thanks for the Medicaid information. I'm 20 years old and I'm not sure if I'd qualify. My husband and I do have a low income because I'm the only one working and he's in school. We did qualify for the food share/food stamp. I don't know if that would affect me being able to get Medicaid. Neither one of us has any illnesses. I'm not sure what to do or how to get Medicaid really...any suggestions? Thanks.

Medicaid also covers emergency medical for illegals - as well as their births - and they are not required to prove their income is low.

Thank you very much for Medicaid info. I'm 70 and to the point where I thought I'd never be: having to choose between prescriptions and groceries, etc. So I am looking for assistance. Take meds for diabetes, thyroid, cholestrol, hi blood pressure, seizures, heart and more. Am no longer able to work and cannot stretch pension and Soc. Sec. any further. Medicaid might be the answer?? Thks.

Here's another idea: fix America's LTC system before it's too late. Give Medicaid back to the poor, put Medicaid planners out of business, and unleash the potential of private financing alternatives like insurance and reverse mortgages. The moral: save, invest and insure all you can, especially for long-term care. Because LTC is what you'll need as Medicare pays less and less for fewer and fewer acute care services just to stay in front of the grim fiscal reaper.
