Should my husband be financially responsible for his estranged mother's funeral?

My husband has been estranged from his mother for many years. His sister lives with her and she has a disease that will eventually take her life. He feels that even though they don't have a relationship, he should take out a life insurance policy on both of them to help with any funeral and end of life expenses they will have. Both women are on disability and state aid. My husband and his brother have not been financially responsible for anything concerning them. Does anyone have any advice?
