What are mom's health insurance options?

My father is 65 and collects Social Security. My mother is 63 and collects her own Social Security. My mother fell ill in January 2008 and was no longer able to work. She collected all the disability she could but now is just collecting Social Security. My father still works so that he can provide medical benefits for my mother. She is living in their retirement home in AZ while my dad continues to live here in CA with me and work for the sake of benefits. Is there anything I can do to get him to be able to quit, go live with his wife in AZ and live happily ever after? With pre-existing conditions (diabetes) it's seeming very complicated to find AFFORDABLE insurance that they can get on their own. My dad is a Navy Veteran.. Will those benefits cover my mother too perhaps?
