Is there a test to diagnose dementia?

What test must be taken to find out if my mother has dementia for sure. Also, since she is not really herself might we (my father) be able to act as Power of Attorney and see to it that the test are taken even if she doesn't want them taken? She has been canceling all doctor's appointments we've been scheduling for her.
