Should a trust be used to pay for care in an assisted living facility?

My mother is 86 and, in my opinion, in need of entering an assisted living facility. My sister, the executor of the estate and her living trust, does not believe that the trust is required to fund any assisted living arrangements for my mother. I disagree and believe that any assisted living expenses would be paid by the trust. Am I correct? Is there a heirarchy of payments that apply to assited living? Thanks for any assistance you can provide.

My attorney tells me that if I, the wife has POA, coTrustee, and my husband needs to go into an assisted living facility, I can use that money in his living trust to pay for any of his expences. After all, he is still alive, it is actually his money in this account, and should be used for his well being while he is alive.
