Would chemotherapy be a next step?

I had a radical prostatectomy in 2007 and went through 40 radiation treatments on five different areas of my abdomen. I had the DaVinci process. After radiation, my PSA went down to zero, but every three months it has gone up: .02, .04, .06, .08, and currently at 1.02. Is my cancer back and would be next step be chemotherapy if it is?

my mom Mrs. Margaret Scott-Frierson, my Grandma Mrs.Margaret Wesley-Scott, and one of my favorite Aunt's Mrs. Yzella-Beemon-Dancy GOD lift them up so they couldn't suffer anymore on this earth. No i am 43yrs old a breast cancer never diagnosed, but i noticed that underneath both of my breast numerous flattened moles have increased in 3yrs also my cup size is from DD to DDD in 2.5 years. instead of just a regular mammogram is their a blood test that can be taken to detect how much carcinoma cells has increased the body, or that area of the body.
