Should I keep paying Mom's car payment and credit cards while we wait for Medicaid approval?

While waiting to find out if our mother has been approved for Medicaid can I still use her monthly income to pay her car payment and 2 credit card bills? I'm not certain about the process and don't know if the money is available. I have stopped paying her car payment and the credit card bills because I was told that all of her money has to go to Medicaid.
