At what point should a CT scan be ordered?

Why can't doctors be more thorough and do CT scans at an earlier stage? By the time they actually do one it is too late. Cancer is becoming a very "common" disease effecting almost every household. Therefore would it not be better if a patient visits a doctor with two or more symptoms of any form of cancern be sent straight for a CT scan?
