My dad qualifies for Medicaid but they say my mother makes too much. Any advice on how to deal with this financial problem?

My father qualifies for Medicaid but my mother will have to pay the nursing home $1,300 a month. My parents have high credit card debt, and my sister and my grandmother live at their home and each pay $900 a month. On paper Medicaid says she can afford it. In reality due to the credit card debt and two mortgages, she lives paycheck to paycheck. She has little to no equity in the home. Any suggestions?
