Can Medicaid take an IRA if it's in a trust fund?

My dad wants to know, if we put his IRA into a trust fund for my daughter can Medicaid still use it against my mom for getting medical help, or if it is stated in his will that she is not allowed to touch it? My daughter is the beneficiary on this IRA but the state is using it against my mom for Medicaid.
