Do I have any legal rights over my sister who is an alcoholic and neglects to eat or take her medicine for her Type 1 diabetes?

My sister is an alcoholic who has Type 1 diabetes. She often goes days without food or medicine for her diabetes. She drinks vodka from morning until she eventually passes out. Do I have any legal rights I can take as her only family member?
