There are few reported cases of White Matter lesions being cancerous, however there is always a small chance. The lesions are most connected with degenerative diseases, Multiple Sclerosis being the top candidate. Many cancer treatments, including chemotherapies and radiation therapies can also cause White Matter Lesions. Most are of no clinical signifigance, with no cases reported to have the lesions develop into tumors, or any other changes which would indicate any disease.
