Where can my dad go when he's not eligible for Medicare?

My father is retired and taking care of my mom after her heart attack. She is in bad shape. My father is only 62 years old and thus not old enough for Medicare eligibility. However, Dad has heart problems himself, high blood pressure, swelling in his feet, and no money for a doctor - he can't afford it. Where can he go to get help? Can he get on Medicaid for an emergency fix, or is it like the health department says: that dad is able to go to the special clinic (like an AIDS clinic). That and the other one available don't fit his needs. He needs help. Where can I turn to get him help?
