Why would my husband not be given chemo threatment?

An anonymous caregiver asked...
My husband was diagnosed with pancreatic cancer in August, 2008. He took three rounds of Zeloda and Gemzar. He had no medicine until December, when he was told they could not help anymore because the chemo did not work. He got into MD Anderson, Houston, Texas and the doctor there told him he would give him two rounds of trial chemo and if that didn't work he would tell him. We stayed there from January 7th until January 19th. All this time he wasn't given anything for the cancer. My question is why wouldn't they have given him something or told us he wasn't getting anything? He went home and died on February 10th.
