Can creditors access Mom’s checking account?

I have recently had to take over my mother and step-father's finances as they are unable to do this for themselves. They have mot been able to keep up and they have multiple items turned over to collection agencies. I have tried to make arrangements with these agencies but most are not interested in small payments. Can my parents bank account be attached by the credit agencies? The only income they have are their Social Security checks, which are direct deposited? We live in the state of OH.
