Slurred speech and mood swings are not "typical" symptoms of the end stage of congestive heart failure but can occur. Congestive heart failure is caused by a weakened heart muscle which can affect the circulation to the brain, this can lead to mood swings and slurred speech. Also with the advanced stages of congestive heart failure the liver circulation may be altered and this can lead to a build up of toxins in the blood which can cause slurred speech and mood swings. But slurred speech and mood swings can also be a sign of a stroke caused by poor circulation to the brain.
