Can TIA strokes cause depression/mood changes?

My husband had a Tia in Feb 2011. We thought he had no after effects but since then he seems to be somewhat depressed, has mood changes and an overall minor personality change. Our Dr is thinking that the TIA could be some of the cause of these issues. He has not had another one since and there were no physical after effects. He does have trouble once in awhile putting a sentence together or picking out words to use in a sentence.
