The Missouri Department of Health and Senior Services, Division of Regulation and Licensure regulates two types of assisted living communities in the city of Washington and all of Missouri: assisted living facilities (ALFs) and residential care facilities (RCFs). Both are subject to the same set of rules and regulations, except for evacuation policies. Only ALFs are permitted to admit residents who require a high level of assistance in the event of an emergency evacuation.

Although Missouri does not offer Medicaid or other state-funded programs to pay for the cost of services provided by ALFs or RCFs, seniors who require a level of care beyond what is provided by their facility may be eligible for additional care under the Medicaid State Plan Personal Care authority.
