Paying caregivers cash for 24 hour care - Is this legal?

I am trying to help an elderly friend of mine find out if the way she has been paying for her live in home care is legal.

Each week she simply gives the caregiver a check for cash and does nothing more....

Is it legal to do this withoug taking out federal taxes, ss taxes, state taxes etc??? 

She has become very worried about this and I would like to ease her mind if possible. 

BTW - She is a Michigan resident.

Any advice would be greatly appreciated.

I would contact Attorney General Mike Cox.  http://www.michigan.gov/ag/

A few things cross my mind: 

- How was this caregiver hired? Does the caregiver come from a business that sets them up with the client? 

If so, I would think the check would be made out to the company, who would then cut a paycheck to their employee.

This makes me question also....does this caregiver have references and training? What about a background check? 

What about her bank account? Has someone checked it? The check should be made to the caregiver "John Doe", NOT to "Cash".

Something just smells really fishy to me....
